It provides that unallotted lands, excepting ex-cepting such tracts as may havo been set nsldo as national forest reserves, Bhall bo disposed of undor tho general provisions of tho lpmestead and townslto laws of tho United States, and shall bo opened to settlement and entry by proclamation, which proclamation procla-mation shall prescribo tho manner In which thcp lands may bo settled upon, occupied nnd entered by citizens cit-izens entitled to mako entry thereof. No person shall bo pcrmitcd to settle set-tle upon, occupy or enter any of said lands except as prescribed in sold proclamation, until after tho expiration expira-tion of Bixty days from tho tlmo when tho samo are thoroby opened to settlement settle-ment and entry. That tho rights of honorably discharged dis-charged Union soldiers and sailors In tho civil war or Spanish or Philippine insurrection, as defined and described in Sections 2304 and 2305 of tho Revised Re-vised Statutos, as amonded by tho act of March 1, 1901, shall nqt bo abridged; that all lands opened to settlement set-tlement and entry under this act remaining re-maining undisposed of at tho expiration expira-tion of livo years from tho taking effect ef-fect of tho act shall bo Bold and disposed dis-posed of for uso, undor rules and regulations reg-ulations to bo proscribed by tho sec-rotary sec-rotary of tho interior, not moro than C40 acres to any ono person.
