The statement is made that Kearns recognized his obligation to Charles Mostyn Owen, but did not Want to give that man the water office. It. is stated that he arranged with Mayor Bransford for a little demonstration, The Kearns crowd met at the Kearns home to demand the ap pointment of Owen, and the mayor Tesolutely and dramatically refused.
