regulations around both the roe we and sale lale of tobacco than any anything thinK that has been accomplished under the SouthwIck act which It amends was brought Into the state senate by the indication that the foes of ot that bill were at least very much in evIdence evidence evi evl dence dente if not the controlling factor at nt atthe atthe the conferences of ot the tho committee nn and at times of others who assisted in reaching this solution of the problem presented to the state in the at at- tamped literal enforcement of ot the SouthwIck act The bill amends the tho Southwick law lawo lawso so 0 o as to permit the tho sale of legally In the state instead of ot requiring ing persons who would follow the letter letter letter let let- ter of the law lass and still smoke tobacco In this form to send out of the state for the commodity But Dut before a merchant merchant merchant mer mer- chant may sell lell he must take takeout takeout takeout out a license at an annual fee in no instance less than 25 and in Salt Lake running as high as This license fee schedule is much higher than that carried in the Standish bill bilt while at the same time the penalty penally for Illegal efforts to prevent illegal megal sale of ot by competitors who do not have such a license And with strict w enforcement of ot the law taw the license will become a thing of ot value c and any dealer will be slow to run the risk of losing it by the sale of to minors Whereas a Wyoming or Colorado dealer receiving an order through th the mail mall will not inquire nor be able to asCertain as as- cert Certain whether his patron is a minor or not a licensed Utah dealer will have opportunity of knowing and will be below beslow slow low to yield to the temptation of ot making the sale The bill also out out Southwick Southwick South- South wick in that it provides that tobacco in any form shall not be advertised in the tate state The present law la permits the tho Advertising of ot smoking tobacco or chewing tobacco or tobacco in any Other form except The Tho amendment to this law is fa more stringent r gent in that particular The bill does make some concessions In a modification of section 4 of the Southwick act which affects the tho use Of ot tobacco In what are defined therein as enclosed public places However a scanning of ot this provision will show that in many instances the restaurateur restaurateur restaurateur will be unable to comply with this provision without going to lengths which will make him hesitate before ho bo undertakes to alter his premises so 10 sos as excise tax of ot 24 2 cents a gallon alton on the sale of ot fuel oils and requires distributors and retail dealers to pay a license tax of ot 5 and 3 a quarter for tor operating their places of ot
