issue except that which the voters by their ballots intend to decide in the present campaign there is a great lack lf bf unanimity among the members of the democh democratic abic party on the silver question the president elected by that party with a s considerable ide number of followers and struck hands with the republican party on the single 4 gold standard plank of the st auis platform neither is there any una unanimity amity on that question among the members of the republican party A number of its prominent lea leaders an p with a large number of mowen followers hime have bryan it will not be a vote against a protective tariff it logically follows that the election of bryan will not be an expression by the majority against r a protective tariff neith neither e r will the election of mckinley be an expression by the majority in favor of the same the election of either will leave the tariff question as unsettled as it has been for half a century the result will only be a declaration for or against the double standard or for or against the single gold standard or in other words it will decide whether the favored money classes or the productive laboring masses shall in I 1 future shape the financial policy of the united states whether the united states shall have a financial policy of its own without the consent of england or any other foreign power As the will of the majority from the very nature of political conditions will not be expressed at the coming coining election upon the question of tariff the claim that it is the paramount issue in this campaign is illogical and absurd in fact it is not involved at all even if it were an issue it would be beof of minor importance compared witt wita the silver issue for the following reasons first at present it requires five fire hundred millions of dollars annually to defray the expenses of the government nearly nil aill of which is raised from tariff on imports with this vast sum annually to be raised by tariff free trade is an impossibility and consequently the assertion that the democratic party now are or ever have been in favor of free trade is without any foundation and is intended to mislead the democratic creed now is and always has been tariff for revenue only with incidental protection it is impossible to raise the revenue necessary to M meet beet the annual expenses of the government w without incidental protection tec tion and as these expenses fire are constantly increasing it will be but a few years more if that point has not already been reached when in raising the money to meet these expenses the incidental protection which must follow will be so great as to satisfy the most extreme protectionist second the mckinley tariff which was the highest ever e enacted by congress was only about three per cent higher upon the average t than han th the e P present resent tariff which is a much better one than han the mckinley tariff was in fact the wilson bill was amended by the republican senate 3 until in most of its features it became a republican measure constituted as the senate of the united states now is is the present tariff cannot he changed without be the result especially so far as the interests of this state is concerned the havoc which the of silver has made is so well known and which is being so painfully felt as to render it unnecessary to rehearse them it is self evident that the restoration of silver to its former place as standard money I 1 with the mints again opened for its free and unlimited coinage a would at once raise the price up to its coin value and with its rise the values of all kinds of property which fell with it would correspondingly increase business would revive farm products would wo aid again have a good market and give generous returns to the barme far me thousands of laborers which are now idle would secure employment at increased wages work in the mines so many of which have so long been closed would again be started the wolf would be driven from the doors doom of many distressed komes homes and the general prosperity which we once enjoyed and of which it was our wont to boast would again return and make us rejoice the great mass of this community firmly believe that such results would follow the restoration of silver can they rationally tio nally expect any such benefits to follow any increase in the tariff which may be made how is it possible for any tariff which can be devised to correct the financial fiu ancial evils with which the nation and this community COM muni tyis is afflicted the great mass of the people of this state are the consumers of the articles which tariff protects the wool and lead industries are the only ones which a tariff can possibly benefit As regards the first but little of the class clam of wool which we produce is imported from abroad so that the benefit to that industry by an increase of the tariff would be but slight As aa to the lead industry the white lead trust has a monopoly of the manufactured article and can at their will fix the price of lead bullion which regulates the price of the crude ote ore the low grade lead mines which are very numerous cannot be worked with profit without being assisted by the silver which they carry as a consequence with the present low price of silver it is only those lead mines which contain a considerable quantity of that metal that can be worked and on this account many lead mines which were formerly worked have had to close no tariff will ever start work upon them again but the of silver would do so at once venezuela this year de silver and adopted the single gold standard if the united states in the coming election declares in favor of the single sing e gold standard others of the south american governments will likely follow the example of venezuela ez uela and when it becomes generally understood that the great commercial com mercial nation which have adopted the gold standard do not intend to again restore silver those nations which are an now using the sing single lle silver standard or the double stan standard dad will one after another drop into line j aa
