times a year y and are within the conditions named in sec eions thre and four of this act a provided that nothing herein contained snail be so construed as to admit to io the second class rate publications purporting to be issued periodically and to subscribers but which are merely books or reprints of books whether they be issued complete or orin in parts whether they be bound or unbound whether they bo be sold by subscription or cr otherwise or whether they the Y purport P ort to be premiums or supplements or parts of regular newspapers or periodicals sec 2 that publications of the second class except as aa provided in section 1 twenty five fl ve of the act of march third eighteen hundred and seventy nine when sent b athe publisher thereof and from the office of publication excluding sample copies or when sent from a news agency to actual subscribers serl bers thereto or to other news agents shall be entitled to transmission trans C through the malls at one cent a pound bound or traction fraction thereof thore thare of such postage to be prepaid pre paid as now provided by law provided nevertheless that news agents shall not be allowed to return to news agents or publishers at the pound rate unsold periodical p publications ab licati ons but pay postage on the same at the rate of one cent tor for foul ounces see sec 3 that all periodical lions regularly issued from a knows known place of publication at stated intervals as frequently as four times a year by or under the auspices of benevolent or fraternal socie societies tiM trades unions 0 01 orders organized under the lodge system and having a bona fide membership of not less than one thousand persons shall be entitled to the privilege leg I 1 of second class mall mail matter provided that such matter shall be originated and published to further the objects object and an d purposes of such society or order sec 4 that the conditions upon which a publication shall be admitted ad bitted to the second class are as follows first it must regularly be issued at stated intervals as frequently as foai times a year bear a date of issue and be numbered consecutively seconda it must be issued from a 8 known office of publication which shall be shown by the pub catlon leation itself third it must be formed of printed paper sheets without board cloth leather or other substantial binding such as distinguish printed books I 1 i from preservation from periodical publications fourth it must be originated and published for the dissemination of information of a public character or de voted to literature the sciences arts or some special industry and must ha havo v a legitimate list of subscribers who voluntarily unta rily order and pay tor for the same provided that noting herein contained shall be so construed as to admit tc the second class rate regular publications or any particular issue of any publication des designed ignec primarily tor for advertising purposes or tor for fre circulation or lor for circulation at nominal rates and provided that all extra numbers of second class publications sent by the publisher thereof acting as the agent of an advertiser oz ox purchaser to addresses furni furnished sed by the latter shall be subject to pay postage at the rate of one cent for every foul houi ounces or traction fraction thereof and provided I 1 further that it shall not bo be per sible to mall mail any given article ox ar articles Ucles or any part 0 any particular number of a newspaper or periodical segregated from the rest of the publication I 1 except at the third rate I 1 cation except excel t at the third class rate oj 0 postage see sec 5 6 that publishers end and others whose publications shall b be admitted as mall mail matter of the second delass
