Show UTAH LEGISLATURE STARK BILLS BUT FIFTEEN BILLS APPEAR IN LOWER HOUSE IN TWELVE WORKING DAYS. Evident That Purpose of Lawmakers Is to Consider Only Such Measures as Seem Absolutely Necessary Neces-sary to State's Welfare. Salt Lake. At the close of the second sec-ond week of the thirteenth session of the state legislature, on January 25, the house of representatives had passed one bill, which bad been signed by tin-governor. tin-governor. Fifteen bills had been Introduced Intro-duced and referred 'to suitable committees, com-mittees, after having been examiner? by the eominiliteo on reference, research re-search and investigation, which passes upon the t'onsMiitiiitionnlity and language lan-guage of each promised measure. The bill passed and signed is one providing for expenses of the session. There Is all reason tio believe that the lions; will be sparing in the matter of passing new legislation at. this session. ses-sion. It is evident that the purpose is to consider only such measures as shall be absolutely ni-ceisyary, and that practice prac-tice will doubtless apply to amendments amend-ments of existing statutes. Much time has necessarily been consumed con-sumed in perfecting the organization of the house and In drafting rules under un-der which it is to do business. Now that this work has been accomplished, the lower legislative body will be able to give painstaking consideration to proposed legislation, either original or amendatory. Several important measures have been reported in the senate, ami there is every indication that there will be a bitter contest over some of them, as the senators are far from being a unit for thoin. Among these in the bill which makes changes in the law pertaining per-taining to the industrial commission and which provides for monopolistic Insurance upon the part of the state. Two bills .similar in character, pertaining per-taining to the taxation of mines and mining claims, have been Introduced by Senators Bevan and Parker. A contest con-test is certain over these bills, and it may be that they may be consolidated into one measure. Then there is the bill which proposes to revolutionize the state board of 1 equalization and the methods of taxation. tax-ation. There are several road measures. A bond issue of $3,000,000 is suggested in a house bill for the road campaign, which is Snapped out in Senator Dern'r measure. One of the most important measures which the house will be called upon to consider is that which originated in the senate and which makes amendments to the workmen's compensation act. The bill for the proposed amendments i.s brought forward at the request or the state industrial commission and contemplates ruch amendations as -will bring about exclusive state insurance of employees, instead of permitting, as now, private companies to compete with the state. The thirteenth session of the legislature legis-lature will be urged to amend the state marriage laws to make the registration requirements of marriages conform with the registration date of births anc deaths. |
