Show LEGISLATIVE NOTES. Senator George Dern had the honor of introducing the first bill. It provides pro-vides for the nonpartisan nomination and election of judicial officers. He proposes to do away with party nominations nomi-nations for judges of the supreme court, the district courts, judges of the city courts and judges of the municipal mun-icipal courts and to nominate them by certificate which shall in no manner refer to or designate the political affiliations af-filiations of the nominees or those who signed their certificates. Representative Seegmiller of Kane county was absent when the session began, be-gan, being delayed by health conditions. condi-tions. An appropriation of $35,000 for regular reg-ular and contingent expenses of the thirteenth session of the legislature was passed as house bill No. 1. It was introduced by Representative F. E. Morris of Salt Lake. The Utah legislature will be osked to enact a law making the state council coun-cil of defense a permanent organization, organiza-tion, although the number of members will be greatly reduced.
