OCR Text	Show YOUNG TURKS WIN. Sultan Will Place Government in Minister's Hands. Constantinople. The young Turks have won another victory over Sultan Abdul Hamid, but whether the sultan will remain as sovereign is yet to be decided, although he has offered to place the affairs of government entirely en-tirely in the hands of ministers responsible re-sponsible to parliament. The sultan also agreed to replace the Constantinople Constanti-nople garrison by troops from the corps that has practically been investing in-vesting the city for four days.
