Wilson took the position Thursday that the policy of moral suasion adopted by the United States toward Mexico had accomplished its two cardinal purposes pur-poses to obtain assurances that there would be a constitutional election elec-tion and that Provisional President Huerta; would not be a candidate to succeed himself.
