Show WHY NOT HELP OURSELVES? . THANKS to Senator Smoot and tlie gentlemen who direct the affairs af-fairs of the Utah Mining Congress, the authorities at Washington Washing-ton are beginning to show some concern in the perplexing problems which bid fair to wreck the great mining industry of the West unless speedy relief is forthcoming. For some time back it has been no secret to anybody, unless to the statesmen at Washington, that the metal mine operators have been hard put to the task of keeping the wheels moving. Much of this is chargeable to increased costs of every kind, but not all : while the mining industry may not have been expressly discriminated against, it has at least been shamefully neglected neg-lected by the government. ' And strange to say, other industries less essential to the successful success-ful waging of the war have been favored. It is all very well -to encourage en-courage the farmer and cotton grower and all the other classes who have been reaping richly at the hands of the price-fixers, but not at the expense of the mine operators. Right now, were our metals allowed al-lowed to take their course in an open market, copper and silver would sell for considerably more than their fixed price, and so would all the other metals. The difference between the present prices and the possible prices in an open market represents the cash contribution that the metal miners are making to the cause of the Avar. Which would be all very well, provided that the mine operators could stand the strain. But they cannot combat the circumstances much longer; they have just about reached the end of the rope. Hence their petition to the government for substantial relief in the form of a better price for metals and the restoration of the former freight tariff on low grade ores. Senator Smoot sends the assurance that he has enlisted the sympathies of the war industries board and that he hopes for assistance at any early date, all of which is splendid news, for this section of the country. But this thought occurs: Heaven usually helps those who help themselves, and if we would expect a fair measure of support from the government for the mining industry of the state, the state itself must promptly abandon its pronounced policy of crippling the industry. indus-try. Thanks to a bone-headed bunch of legislators, the people of Utah this fall will be called to endorse a plan to tax mines on the basis of several times their net revenues, and there is grave danger of the proposed amendment carrying at the polls. With this possibility possi-bility staring us in the face, a circumstance of our own making, our petition for outside relief as a state goes with poor grace. As matters stand, it would not in the least surprise us if the federal authorities would exact a pledge from our representatives that the proposed amendment would be defeated at the polls in consideration for the extension of governmental relief at this juncture. Certainly, Uncle Sam can rightfully expect us to put our own house in order before we can consistently call upon him for assistance. The .story goes that several years ago a former governor of Utah went tp Washington to attend a conference of governors called together to-gether by President Roosevelt for the purpose of discussing ways and means for the conservation of the natural resources of the country. coun-try. While in that gity this governor called upon Speaker Cannon, who, after the introductions, were passed, remarked : "So you are Governor of Utah, and you have come all the way across the continent to discuss the proper methods of conserving the natural resources of your state?"
