Show 5p t 5 A SECRETARY OF MUNITIONS. jAJOR GENERAL CROZIER'S testimony before the Senate 3l Committee on Military Affairs shows the presence of a superabundance super-abundance of red tape in the war department. Red tape and speed do not trot well together in double harness. If there is to be speed, the red tape must be cut. Speed, and especially speed in the war department, has become a necessity. The war has brought many burdens. This is particularly true of Secretary Baker's department. What is the remedy? Plainly in the creation of a new department devoted exclusively to munitions. Let us have a Secretary of Munitions and let him be a practical man with the wide experience of actual army service, not a professor from an inland college, such as is Fuel Administrator Garfield, or a civilian from a western city who is a pacifist at heart, as is Secretary Baker, A man oi the calibre of General Wood would fill the bill. |
