americanism engendered in the hearts of the people by the observance of defense day friday last american flags were in evidence on the streets and public buildings during the day and the program included a large parade and patriotic meeting the parade formed on main alain street at in the evening and was headed by the brigham city muni cipal band and included the gold star mothers color guard G A R veto veterans r members of the american america L legion and legion auxiliary troop F NGU daughters of the pioneers civic clubs and citizens hundreds of people were out to witness the parade which marched to the tabernacle where the patriotic meeting was held chairman john H zundel ot of the central committee presided at the meeting which was largely attended rev C E fowler offered the opening prayer and the benediction was pronounced by bishop H W valentine the musical numbers included the solo flag without a stain by mrs airs perry D peters accompanied by mrs edith clarke saxophone sax aphone duets by mervin and preston watkins accompanied by miss clara watkins and several selections by the brigham municipal band attorney leroy B young on behalf ot of the central committee thanked all who had assisted in making the defense program a success norman wright was introduced as the only G A A R veteran present the gold star mothers were also introduced and included Ales mesdames dames alfred olsen oscar forsgren sidney biddle fred J holti david R beeer ancl d p J 1 sorensen attorney franklin D riter delivered a splendid oration la in defense ot of american principles and in explanation of defense day he said in part the national defense act was adopted by congress in 1920 under the provision of 0 the federal constitution requiring congress to provide tor for the national defense the act received the approval of president wilson and has been the law of the land since that date the war department is 19 charged by this act of congress to prepare plans for the national defense and the use of the military forces lor for that purpose the act is the happy medium between universal military service prop proposed ased by students of national and international affairs and the policy of non preparedness advocated by the pacifists paci fists it is the result of said experience and of 0 profound study the united states is not a military nation this statute does not make it militaristic on the other hand it provides a sane common sense method of defending ourselves from attack it creates the most democratic mo cratic army in the history of the world it is the peoples army officered by the people it is under the control of the people under its provisions the regular army Is recognized is as the count rys first line of defense the regular army today to day numbers less than and of these perhaps but 50 per cent represents combat strength the regular army Is not even sufficient for domestic police work and in time of national emergency it would disappear as a line of defense inasmuch itch as the entire pers onel would be necessary as teachers and instructors the second line of defense is the national guard of the states today to day the guard is perhaps at its highest degree of peace time efficiency but this state statement is misleading it does not mean that the guard is on a basis as would enable it to otter offer complete protection against the invader it II requires further training and its units would have to be increased from levies ot of raw recruits it Is in truth americas first hundred thousand and you know where en glands first hundred thousand sleep tonight to night therefore americas real defense is found in the reserve or third line of defense note the tact fact that these are lines of defense and not organizations tor for offensive our whole idea is one of national defense we have never sought aggrandizement we never shall this idea has permeated the whole structure of the national defense act we talk in terms of defense only we seek only to protect the horr hon and fi resides and not of enriching ourselves from other er peoples and other nations but we know it must be a true defense and we our attitude Is so well known that other nations prompted by avarice and jealousy will not attack us who of 0 us on the morning of august 1 1914 ever dreamed of 0 st mihiel on august 12 1918 who of 0 us ever gave thought in the year 1913 that august 1914 would see the beginning ot of the greatest ot of all wars none ot of us therefore the uncertainties of life uncertainties in the affairs of nations make us stop and wonder what the next year holds tor for america even the wisest and best informed cannot tell with exactitude we can judge the future by the past and that past from lexing ton and concord to st teaches but one lesson to the student ot of national defense and that Is that the plan ot of defense tor for our america must be something more than the idealistic aspirations ot of the well meaning in the organization of the reserve there have been created corps areas utah belonging to the ninth corps areas along with other mountain and pacific coast stales sta tes to each community city and town has been allocated military units of infantry artillery cavalry etc sometimes but a to a or town eoma I 1 times a company or a battalion in any event on paper in each of 0 the cities towns and villages of the united states is located some reserve detachment tach ment the officers reserve corps is composed of young men who have unselfishly given their time to this great problem of national defense most of 0 them had actual experience peri ence in the war they are arc studying the problem correspondent courses are given to them and quietly and unassumingly they have been preparing to quality qualify themselves for their great trust they are placed in command of these military units for the most part their neighbors do not know there is no secrecy about it the neighbors could know all about the reserve officers and their belr work it if they had the interest to inquire but these officers are working without compensation and without desire for tame fame or notoriety in behalf of national defense of their country they will be commanders of these units in a national emergency your sons will be commanded by home town men and should that hour of peril ever come the mobilization would be in the city park or public square and not at a distance cantonment hundreds of miles away your sons would remain at home for the first 60 or 90 days while they were becoming accustomed to their new life it is obvious that this is an improvement on oil the system which dire circumstances forced us to use in 1917 when the boys go to the great central camps they will go as an organized body partially accustomed to military discipline ant and not as a great mob of boys wondering and dreading the future I 1 have said tile the lexington and concord and the siege of boston was the genesis of tile the national tl 0 nal defense act I 1 think you can n now 0 w see why I 1 make this comparison army besieging boston was an army of minutemen gathered from the towns and villages of the colonies from the mountains of old vermont from new england from virginia and they came under the command of the home town boys they came not as unorganized mobs their usefulness in ili that siege was found in tile the fact that when they did arrive they had had some training meagre it might of been but still it was better than raw levies so in a national emergency in the cen tury our new defensive forces will not go to camp as they did in 1917 but they will come as their forefathers camo came to the aid of the great washl washington g as a military body under their own officers it will be a great improvement pro the saving in lite life in money in time cannot be estimated and so we have this national defense act upon the statute books of 0 our country for tour four years our specialists cia lists have been at work in perfecting defense plans general pershing has given most of his time to the creation of the reserve and the formulation of these plans the war department Is trying to make the act a real live workable proposition and not a mere gathering ot of words and phrases on the statute books there is only one time to test the efficiency of the act and that Is in times of peace it an invasion were eminent it would not be a test but a grim reality if there were war clouds on oil the horizon matters of diplomatic policy would dictate there be no test require that there be no test even though we might know that we were going to need to defend ourselves that Is the reason today to day has been designated as national defense day we desire to see the weaknesses of our plans to analyze the effectiveness of them to search out the bad spots and perfect them we are taking stock of our defensive equipment equipment in the sense ot of men and plans we
