Show reace officers work As F prom rom the following report which was given the mayor and city council at the close of the ye ar by chief of 0 police john H burt outlining his policy and the work accomplished in that department one can readily see that the city marshal and his aids have the true conception ot of what constitutes an efficient administration ot of the police affairs ot of a city ot of this size the report reads as follows brigham city dec 31 1923 to the honorable mayor and Ci city council of 0 brigham city gentlemen the following is a report of th the police department tor for the year 1923 number ot of arrests made 32 amount of 0 tines fines collected number ot of hoboes hobles gathered up and lodged number ot of cattle taken to the pound 86 the well established reputation of brigham city as a city ot of homes where the ett citizens liens are engaged in peaceful pursuits and have a due and proper consideration for the rights and privileges ot of each other together with a proper respect tor for the rules ot of conduct prescribed by law was never better emphasized than during the past year in only one single instance was it found necessary to arrest a citizen 0 on 11 a serious charge and the remainder of the few arrests made were tor for minor infractions of the law which were prompted more by a daring feeling of mischief than a vicious desire to do wrong my associates and I 1 have worked from the beginning on the assumption that the functions of a peace officer were to maintain peace and that this I 1 condition could be better attained by arx an honor system a friendly cooperation and arbitration and compromise as long as the offenses were ot of a minor nature and not beyond a certain well defined limit I 1 do not mean by this that we had any desire to compromise with wrong doing ot of a vicious nature and where such offenses have occurred the culprit has hag been arrested and punished wherever we could succeed in doing so in other cities which always contain an element of criminally minded individuals who are possessed with a natural or acquired penchant for vio lating tho the law no doubt this honor f and cooper cooperative cooperate T e system of our would have been found much at fault in brigham city however however it Is my conviction that this is the proper policy to pursue since the abolition of 0 the saloon pool halls are i frequently aly a rendezvous tor for tho those se inclined to do wrong and therefore a so source ot of continuous trouble to pea peace ce officers we have been particularly y fortunate tort la in this respect and feel that lie proprietors of th these places in brigham city have contributed much joany to any success we wa may have attained by their conscientious efforts to conduct their business in a respectable and law abiding manner and even stepping out of their way in some instances to td help us in our own efforts we feel that fin in the case of one business man however his apparent desire to comply with the law Is merely a cheap pretense and that both directly and indirectly his actions stamp him as having scant respect tor for law his name and a history ot of his conduct will be given to my successor and it if his present present virtual parole is again broken I 1 believe it Is probable that at sometime in the near future the incoming administration will be re requested quested to revoke his license in view of the terribly unsettled conditions throughput through but t the country in general and the wave wave of crime which I 1 appears to be vexing the citizens of ogden and salt lake city we can view with much satisfaction the closing of 0 another year with wit withnol hnot not a single robbery of 0 note havin having 9 taken place within the city it also any tires fires that have started in the business district have been detected in time to prevent any great harm or loss to property holders and I 1 teel feel that your ra fight ight officers are to he be commet commended ed lra donta their full duty during their term of office my bly brother officers join with me in extending to you our sincere thanks for the privilege of working under your administration and assure you that each of us have enjoyed our labors during the past two years very truly yours H BURT marshal |
