Show Garfield County Commission Meets PANGUITCH Minutes of ' Hie Garfield County Commission Commis-sion meetings Mar. 25 report the following (unless specifically noted here, all motions were approved unanimously): MARCH 25 Present were Commissioners Maloy Dodds, Clare Ramsay and Dell LeFevre, Clerk Auditor Camille Moore and County Attorney Wallace Lee. The Commission approved the minutes of Mar. 1 1 . Board Reports Commissioner Ramsay reported that, at a meeting with the Kane County Commission, a consultant had been retained to respond scientifically to Environmental Assessments being prepared in the Grand Staircase-Escalante National Monument (GSENM). Kane County had committed $500 for the consultant and Ramsay asked that the Garfield County Commission contribute an equal amount. By motion, the Commission approved the contribution. con-tribution. Commissioner Dodds reported report-ed on hospital board training he had attended in Salt Lake City and a trip to Washington D.C. regarding pending litigation: No details on either report were contained in the minutes. Public Works Business County Engineer Brian Bremner presented comments prepared for the Commission's signature on the Environmental Assessment of the Oak Creek irrigation canal pipeline project. There were no details in the minutes. Bremner updated the Commission on equipment purchases pur-chases that were included in the 2002 budget. After discussion, the Commission by motion authorized Bremner to replace a truck that had recently been sold. Commissioner LeFevre expressed concerns regarding the Salt Gulch Road. Panguitch Shooting Range Property Frank Olson, Bureau of Land Management, presented the Commission with a patent for the property obtained for a I shooting range south of Panguitch. Olson updated the Commission on the change in personnel in the district, noting that Rex Smart has been named as the new field manager. He also expressed concerns regarding the current drought conditions and the effect it will have on grazing allotments. He invited the commissioners to participate with a representative representa-tive to a weed coordination meeting in St. George on Apr. 17. There was discussion of Bureau of Land Management property ownership in the Panguitch Valley. No details of the discussion were included in the minutes. Public Hearing West View Subdivision Present for the hearing were County Recorder Les Barker, County Assessor Tom Simkins Bremner, and Cassandra Mack, Hatch. Barker showed the proposed plat of the West View Subdivision which had been approved by the Planning and Zoning Commission. Simkins stated that because the road had not been completed, if a lot were to be sold, the money would have to be held in escrow until the road were completed. After review of the plat, the Commission by motion approved the plat contingent upon no lots being sold until the road is completed and a gravel surface added. Panguitch FFA Project Camron Henrie, Justin Reeve, Karston Josie, and John Zechlin, Panguitch FFA members, mem-bers, appeared to solicit a donation dona-tion from the Commission. They explained that they had been accepted to attend Range Management Training in Oklahoma at a cost of $1,500 each. Their advisiors at Panguitch High School are Nathan Chamberlain and Ralph Perkins. By motion, the Commission donated $100 per boy for the trainingcompetition. trainingcompeti-tion. Prairie Dog Mitigation Kevin Heaton, Utah State Extension, is planning to participate partic-ipate in a program with U.S. Fish and Wildlife Service that would provide grant funding for private property owners to protect pro-tect prairie dogs on private property. After discussion, the Commission, by motion, agreed to a letter of support for the grant funding. Travel Council Business County Fair Update Travel Council Executive Director Bruce Fullmer updated the Commission on the Travel Council Board's decision to close County visitor centers. There were representatives from the Hatch Town Council and Hatch businesses asking that the decision to close the Hatch center be reconsidered. Nicki Dinges stated that the Hatch Town Council would like to help with expenses on the center. After discussion, by motion, the Commission gave Panguitch and Escalante the option to take over operation of their visitor centers with possible possi-ble assistance from the Travel Council. Fullmer was to attend the Apr. 1 1 Hatch Town Council meeting to make a proposal for sharing costs of administration of the Hatch center. A final decision was tabled pending a response from the three communities commu-nities involved. Fullmer provided the Commission with a copy of the revised by-laws governing the Travel Council Board.
