Such a charge Is utterly unfounded. The protection against such eventuality lies in the guarantee that members of the house of representatives shall be elected on the basis of population. No Measure can he enacted, therefore, without the approval of representatives of a majority of tho population of the f tate. It Is true that the amendment would make It possible for senators representing a minority ot the population to prevent the enactment of legislation.
