in official officially lyl recognizing possibilities of air transportation por tation to such an extent as to urge urea that suitable provision be mado made for the convenience and safety ol of aerial traffic the governor took the action at the request and suggestion of officers ot of the united states army air service recently representatives of the ninth corps area from cressy field near san francisco were in utah making a survey ot of conditions as affecting aerial traffic in general though ot of course with especial reference to the needs of 0 the army air service they called at the utah governors office and told ot of efforts now being made maae to have the communities ot of the nation at ai small coatto cost to themselves add very greatly not only to the convenience of 0 air traffic but also to the safety of human life and of property engaged in this up to the minute minte method of transportation por tation they found a sympathetic audience from a governor so familiar with the traditions and needs of the army anny as is governor mabey himself a former service man and a friend in the governors secretary lamar nelson distinction in france in the army air service and is still in that branch in the organized reserves they urged it would only be fitting that utah should take the lead in officially fici ally bringing this subject to the attention of the communities states and nation the marking of landing fields the naming of towns in letters visible from the air and the erection of suitable apparatus to mark the direction of the wind would have been of very material assistance to the air travelers on their trip the argument Is that as the use oti oft air transportation multiplies the need for such conveniences will multiply even more rapidly except in mountainous districts such as surround some mining camps it Is pointed out practically every town has near it a suitable place tor for a landing field it if only it can be marked and made known nor would the painting of the name of the some large root roof or the erection ot of apparatus to make plain the direction ot of the wind on the earths surface prove very costly while it might not only extend a hospitable welcome to the aerial tourist but also might save his life the governors proclamation officially calls attention of local authorities to these matters in the following language the tremendous progress in the science of aviation has commanded the notice and interest of the entire cilev iced world having proved a most formidably and effective weapon in war aircraft is now rapidly being adapted to peacetime uses its remarkable commercial cial 1 and industrial utility in addition to its value as a vehicle of transportation enormous development and great success in aerial traffic the occasional aerial tourists who now traverse our state are mere merely ay forerunners of great numbers of such stich travel lers rs and the harbingers of extensive aid service traversing thousands of miles which are certain to materialize the development of aerial traffic thus tar far devolves certain dut duties and obligations upon the state county and municipality as well as upon the federal government principal among these Is the provision I 1 T tor for adequate landing facilities lack of 0 suitable alighting alight lne ways is doubtlessly the greatest single drawback to the successful advancement ot of air traffic furthermore one of the greatest sources ot of hazards to aviators Is the absence of prepared aerodromes plainly marked so that they are dis bernabie nabIe from the air of utah in consideration of 0 tiie the premises and by virtue of the authority vested in me by this instrument do appeal top to the municipal officials and civic organizations of this state to effect the I 1 following L 1 locate a terrain in proximity to their town or city which can be used and designated as a municipal landing field bov or aircraft such field should be smooth and dry ot of surface responsibly level unobstructed and in dimensions should atiq N cot less th r 3 feet square there should be no wires hogni trees fences or other obstacles I 1 surrounding the landing places 1 T 2 mark such field with a large I 1 white circle of durable material 1 I 1 feet in diameter the band of which I 1 should not be less than tour four feet in I 1 width paint the name of the city or town on oil the roof of some prominent building preferably the railroad station if there is such in large letters which will be visible to a height of feet in m clear weather 3 place a cloth cone flag or
