Show ON PUBLIC UTILITIES with more than measures introduced into the legislature bills affecting the public utilities law and the utilities commission assume a prominent position in that there are more than a dozen before the solons tor for disposition indication that the attempt to abolish the commission as provided in senator david Hirsch hirschle ls bill will tail fall Is furnished in the tact fact that a similar bill introduced into the house by representative L A hollenbeck has already gone down to defeat it 19 9 thought that with a view to expediting the work of the senate and realizing that it if it passed senator hirschle Hirsch ls bill that it would probably be defeated in the house as reflected by the lecent vote on the hollenbeck measure that it may not como come before the upper house it is now in the hands of the committee on public affairs where it may remain until the sitting sifting committee gets to work the latter committee is charged to discriminate between those measures which have a fair chance for passing and those which have not besides the measure tor for the abolition of the commission representative hollenbeck introduced another bill which called for one member of the commission to be appointed by the governor the present president ot of the commission to hold the office until his successor qualities the measure also provided that the commission should have no jurisdiction on automobile service over the state roads in the matter of the conveyance of freight or pa passengers ss engers this bill was killed by a substitute measure offered by representative hollenbeck the latter providing that the commission should consist of one man elected by the people every two years this bill is now up tor for consideration before the judiciary committee the consensus of opinion of the legislators Is that there should be a regulating body representative E R callister considers that the present law Is not perfect and he has therefore introduced bills which form an amendment to same representative callispers Cal listers bill seeks to change affairs so that the commission shall be deprived of power to change contracts made by municipalities when plants giving service are coed by municipalities by the terms of the bill the commission Is is also without power to change rates which might be prescribed by such a 1 municipality while it is generally understood that the legislature views with favor the bills of representative callister generally speaking many ot of the legislators are of the opinion that represent tive callispers Cal listers bills appear to meet the conditions complained of which resulted in protest of certain decisions of the commission since its creation 13 1917 however senator J IV peters bills it Is thought will more nearly serve to bring into line the contending factions one of the bills adds two sec tons to the present law the first proy provid idies les that the commission shall have no power p ower to change or interfere twilit the schedule of rates or charges fixed from time to time by a municipal corporation tor for service within the corporate limits of such municipality tor for a plant or plants owned and operated by the corporation nor preventing such corporations from fixing rates or charges within the corporate limits another of senator peters measures prescribes certain powers and duties of the commission with respect to automobile corporations corpora tlona under the latter head bead provision is made tor for the licensing of the corporations and imposing a mileage tax and stipulating that a bond be tiled filed tor for the faithful performance of the service of public carriers this it Is thought will go a long way to meet the desires of those who in the past have complained that the commission has granted monopolies in issuing certificates of convenience veni ence and necessity to a comparatively few thus depriving others of the privilege of entering into competition in such business the mileage tax also will provide additional revenue for tho the state and in these days when the people are crying tor for reduced taxation it is thought that it will go a long way to meet the requirements it will be seen that the bills of senator peters and representative callister have a close resemblance both legislators it is understood have attempted to obtain the views of their fellow legislators and it was with tho the idea ot of assuring the remedies generally desired that the measurers measure rs wore were drawn |
