superintendent plans for distributing a proposed equalization fund would pay into this district a total of at the asame time it would be possible to finance an educational program in hiis district on a higher plane than that now afforded without adding to the burden on local property owners such a program Is conditioned upon the people passing the constitutional amendments at the election next november it will be recalled that tour four amendments are to como come before the people pertaining to tax revision they contain the basis for a definite plan of equalizing the tax burden by bringing in n now new forms of re venue which shall be used to lift part of the taxes Impo imposed on tangible forms of such as real estate improvements and livestock this would be done by taxing incomes and intangibles which are almost entirely located in the larger finn finneral etal centers such as salt lake and ogden this blits program represents the work of several years study made of inequalities in educational advantages throughout the state under the direction of dr jensen the program for a state equalizing fund first assumed definite proportions as aa the result of a urvey survey made in 1926 through the superintendents office this survey exposed glaring inequalities in educational opportunities as between school districts and a state equalization fund to provide a f pedal fund amounting 9 to tor for each child of school age in lional opportunities as between school was aug suggested as theological the logical remedy one due of af the mend menta is th estate this fund to be distributed for equalizing the cost bt 0 providing for a fair standard of a educational program in those districts which find it dextre extremely mely burdensome it not entirely impossible to finance a well rounded and adequate educational system aj present based bri bif the school population latron of 1928 such a fund would provide about tor for distribution tin in n the poorer school districts the tha staak school superintendent proposes in his planed plan to provide for an almost uniform mehl local tax rate tor for local school purposes mounting to 6 mills alery which would be less than the district naw pays pub such a levy would be regarded ad as the minimum which should be applied against property with within inthis this district to fin finance an ca its school system the remainder necessary to carry cairy on an adequate school program up to the state standards woud be prodded out 0 of the uniform 2500 per der capita that Is now paid from th the state estate school fund and the
