Show THE CITY COUNCIL The -Fairer aiid Glazier Bills are Paid. EX POLICEMAN BUCKLEY Presents a Bill for Back Salary Which is Not Allowed and a Suit May Follow Houtlne Report of Business Bone at Last Niffht'a Session. A t the session of the city council held last night, the only communication communica-tion presented was a petition from John E. B' oth, bishop of the Fourth ecclesiastical ward of Provo, asking for a remittance of license for the I wood haulers' dance given on Thanksgiving Thanks-giving evening, the proceeds oi which went to the poor. It was explained ex-plained that the admission to the dance and cost of tbe supper was more in the relative of a voluntary contribution rather than a charge, as some paid different prices and in different things, Buch as produce, household utensils, etc. Under this showing the petition was granted. Ilalla lay, from the committee on streets and alleys, xeported on tbe condition con-dition of tbe mill race from First to Twelfth street, recommending that A. O. Smoot, successor to the P. L. M. & 13. company and other companies and individuals be requested to make certain cer-tain needed repairs and build foot-bridgas. foot-bridgas. Adopted. Also favorably on the petition of J. C. 0. Glen field asking that First street be cleared in front of his property. Adopted, The special committee reported on Councilman Glazier's claim $27.50 for plow and point. The report explained ex-plained that tie bills have been presented pre-sented in the name of the Consolidated 'Implement Co. of Salt Lake, as the plov was gotten from that lirm. Nothing Noth-ing was said in ti e report of the irregularity irregu-larity in the ordering of the plow, by ilalladay, chaiiman of the committee on streets and alleys, at the suggestion of W. K. Farrer, and at a time when Supervisor Al'red was of the opinion that it was not necessary for the city to go to the expense. UcEwan ob jected to tf e presentation of so meagre a report, failing as it did to set lorth any findings of tbe committee. Ward explained that while there was an irregularity ir-regularity in the ordering of the plow,it was ordered with the best of intentions, Chairman Halladay and Mr. Farrer ThinS-iiitr&t tfrs-"t;a:r.j tfciii it wis ui the best interest of the city and would save money to purchase a plow; the bill sbouid be paiii and to avoid a row the committee thought best to overlook the little irregularity and recommend the appropriitiou. Jvnudsen said the city needed a plow, and it will need one,and it should have one; time was lost by the officers for lack of a plow; when the plow was ordered it vvas ordered at tbe suggestion of the deputy supervisor, super-visor, but at the time the supervisor could not ba found. McEwan anawered Knudsen saying that no time had been taved by having the plow, for as ypt it has not been used; that Farrer was an emplvye of Supervisor Allred and not a deputy officer, hence he could not as officer Dider any purchase ior the city; that the ordinances do not provide ior any committee to purchase for the city; that if the supervisor could not be found by the committee he was dir.lict in his duty and charges should ba made against him, but he should not be overridden while he is in oflice. McE wan's main objection, however, was that the report ignored the irregularity. The report was adopted adop-ted as originally written. The special committee's report on Fairer's claim of forty odd dollars for work done by him on the Btreets after he was discharged by Supervisor All-red All-red came next. The point in this is that Farrer was working for Siia3 All-red, All-red, lie collected pay ior fourteen days worK in August from jlr. Allred. Mr. Alli ed laid him off and Farrer remarked. re-marked. The council will hear from me before I lay off." Now he comes in with a bill for seventeen days in October and a number ot days in November. Nov-ember. McEwan explained that fourteen and seventeen mfcke thirty-one thirty-one days and that there were a number num-ber of Sundays in October on which Mr. Farrer did not work. This and more was all shown up by Councilor McEwan, but as for any effect his talk had ether than setting himself him-self rigut before the public" and on record, the effect was about the sams as a cup of water has when thrown upon a duck's back. Provo's extrava gana republican council will take care of its pets and this report wa3 adopted, and Mr, Farm's uajuet, illegal and extravagant ex-travagant bill was paid. . Justice Wedgwood's report of two drunks lined $5.00 each which was p;iid, and other cases tiled and hearing continued, was next read and accepted. ac-cepted. lteed Smoot, representing the Provo Woolen ni'.lls asked that the council request the surveyor to measure the volume and head of the water used bj the milis and mark the same by some monument &nd have the action made a matter of record in the council. The reason of this request is that the old penstock is to be torn down and a new one erected and it is deBired to avoid any mieundet standing or confusion that may arise in the future. The request re-quest was relerred. Claims amounting to $510.20 were allowed. Ex-Pcliceman Buckley presented pre-sented a bill for $163.00 $10.00 a month back pay January 1st to October Octo-ber 31st $100.00, and SGO.OO for services October 31st to November SOMi. The sum of f5J 00 only was allowed on this bill. Mr. Buckley has been drawing only $50.00 a month, under verbal agreement between him and a committee commit-tee of the council. The ordinances provide for he policeman's salary to be K0.00 a month. In all likelihood a suit will be brought against the city by Mr. Buckley to recover $110,00. VThe Chemical Nat'l iiank of New York claims 4 of 1 per cent, or $9.37 as exchange forjaac'i payment of interest cupona $ on the waterworks bonds This the council has heretofore refused to pay, but the bank has held the cupens as eecurity until the charges are pai-3. The matter mat-ter was referred to the finance committee commit-tee and city attorney with authority to negotiate such a settlement with the bank as will bring into the possession of the city the cupons cancelled. Some informal talk was had by the solons relative to the services of Sexton Johnson, which they eoi aider l.re very unsatisfactory, and adjournment was had for two weeks. |
