The steamer Jolon which has arrived from Panama and way points, brought particulars par-ticulars of the outrage, of William Henry Argall, an American citizen, by the Guatemalan government. Argall, it seems, had the temerity to qucBtion tne authority of the Jete Politico of Guatemala when the latter attempted to steal botue land. Argell was thrown into prison for his audacity. While in the penitentiary Argall, having demanded de-manded to see the commandante, was Lrucally beaten by the officer in charge of the prison. United States Minister Young heard of the outrage and demanded the release re-lease of i:is couDtryasan. The president presi-dent of the republic laaJ to be appealed to and he showed ilia contempt . tor Americana by postponing action and keeping Argail incarcerated for twelve slays. At the end of that time the doors of Argall's dungeon were thrown open, and his companions were permitted per-mitted to walk forth, into the open air. A complaint was formulated and Bent on to Wtishineton. The result has been that the imprisonment of argall has taken the shape of an international issue and Guatemala may yet be called upon to answer to this country for the indignity put upon a citizen of the . United States. Among the passengers on the Colon was a gentleman who had been in Guatemala for the past two months and who, while there was in a position posi-tion to be thoroughly familiar with the workings of the government. He de-nounst de-nounst s the arrest and detention of Argall and his comrades as an outrage. He declares that Americans are treate d with the utmost contempt by President Barnes and his minions. Barrios, Le eays, has no use for Americans for the reasou that they are too clever to be wheeled out of gold by the government. govern-ment. DIVISION OF CALIFORNIA. Los Angeles, Caia., Dec. 12.
