Show Marshal Knight is apain being eeverely censured bv a laree share of the public of the city. He is being censured for the treatment last evening even-ing of one of the tramps with whom he has been having so much, trouble. The fellows absolutely retusj to work so long as they are compelled to wear the ball and chain. They were brought in from the streets and one of them waB hand cuffed arcund a tree in the jail yard and made to stand there for a half hour or so. The marshal says his key to unlock the chain about the prisoner's prison-er's leg broke, and he tied the man to the tree while be went to the blacksmith black-smith shop to have it repaired, not deeming it sale to place all three men wearing the ball and chain in jail together to-gether as they might do great damage to the jail. Those who are blaming the marshal say that it was inhuman treatment to tie the man to a tree, no matter what his conduct had been, and insist that the man should have been put in one of thd cellB in the jail while the officer went to the blacksmith's. black-smith's.
