Show ENGLISH PRIDE SHOCKED. Corruption In Army Circles Unearthed and Pet O Ulcers Under Arrest. It used to be a cardinal article of an Englishman s faith that his army, if 6mall, was cf the very best quality, and that its administrators, from the commander com-mander in chief down to the humblest subaltern officer, were incorruptible. The latter belief received a rude shock recently when the Woolwich arsenal was proved to be a hotbed of corruption, and a clean sweep had to be made of some of its leading officers. The faith which survived that blow has now again been sorely tried. Officers Loch and Murray, in charge of the war department armory at the tower, Birmingham, have been placed under arrest and will be tried by court martial next week. The charges are systematic blackmailing blackmail-ing extending over a number of years and frauds of the shabbiest and mo6t rm-niiiitary rm-niiiitary character. The tower is virtually virtu-ally a training school for regimental armorers, ar-morers, and no noncommissioned officer could hope to obtain the rank of armorer without a certificate of competency signed sign-ed by Loch and Murray. It Is alleged that these trusted officers extorted money mon-ey as the price of every certificate and also had a secret system whereby every workman applying for work and every soldier desiring promotion had to pay Bums ranging from shillings to pounds. The incriminated officers have long been living far beyond their visible means, but the malpractices were not suspected until a few months ago, when the war department in London began to receive anonymous letters purporting to be written by fleeced victims. The secretary sec-retary of war was unwilling to tak cognizance of anonymous accusations ' against the honor of reputable officers, but the charges became so persistent and categorical that he decided to investigate investi-gate them, and Colonel King Harman was sent to Birmingham. With the assistance as-sistance of the local police he soon obtained ob-tained sufficient evidence to justify the arrests The curious feature of the case is that Colonel Nuttall, commander in chief of the tower, was not arrested also for fchameful neglect of his duties.
