not know what to say There are no words I know no phrase which is adequate to describe my feelings at this momeLt Applause My highest I high-est ambition has been that my pablic life should be successful and that I should honorably discharge my duty to which your suffrage called me two years ago and then be at home with you I expected mv lot to be eternally cast here in private life and had formed the fixed purpose not again to accept a nomination to public office but your KliiUUtiES lias wrested from niB my fixed purpose has shattered my firmest resolution and here I am he p less but not hopeless Applause and laughter I have not sought this nomination nom-ination nor have I sought any other nomination but coming as it does from the representatives of a true and honest people I cannot reject it great applause but take it up and with the aid of the people we shall carry your action of today on to the culmination of a glorious triumph Applause i Some of the gentlemen who have loose 1 have felt that I could quit without breaking my heart although thi may not be true Laughter But I give I you all notice that I shall expect you I en election day The eloquent and charming gentleman gentle-man nominated at3rovo the other day a voice Breckenridge Hisses No No We are going to have a fair and friendly campaign applause a contest that will deal equally with all classes e Applause This gentleman in accepting the nomination inquired so I read in the daily press whether the people were going to vote for the honest sons of toil or the dynamite bomb Now I dont know which he claims to be Voice Hes a Cannon Continued laughter Whether he is the honest son of toll or the other ir can scarcely think he meant to say that if not elected he and his associates weie going to join the latter because they adopted i resolution to exclude anarchists They also adopted a protective pro-tective pjuk and it would be unfair to say tHTt in the event of his defeat my opjpuent and his associates would build up a protected infant industry of anarchists at home Laughter It seems according to the press reports of his speech that some of Mr Cannons frieuas so he claims were not permitted to get on the grass at Washington Laughter lilt is too late to matte a speech Cries of Go on Stopping a moment mo-ment in hie speech MrRawlins glanced over his audience and slily remarked Now I am an honest man and it 1 should happen to make a speech it might be in my own interest I Today i receivec a record from I Washington containing a Hat ot tle I bills introduced in the last congress with the names of the men who offered them Here it is holding up a large book It is official and while I am going to refer to the record I am not going to read it unless some one challenges chal-lenges the truth of my statements imd then I may read it all Eight thousand bills and 2000 resolutions were introduced intro-duced into the house which is composed com-posed of 356 members and four delegates dele-gates There are now 85 members of the senate which makes 441 members of both houses exclusive 01 delegates There were passed during the special speci-al and regular sessionsSO bills and resolutions reso-lutions of a public nature Seven were I drafted and introduced by tho delegate from Utah Apportioning the others would give each seventenths ot one bill apiece Applause Of the other territorial delegates the standing is Arizona 1 New Mexico 2 and Oklahoma Oklaho-ma 4 ma4The The republican papers at Washington Washing-ton epcke of the success of Delegate Flynn of Oklahoma in the matter of securing the passage of measures as the remarkable event of the age One of these bills was a reliel measure for the heirs of a certain man another or permission to build a bridge over a certain stream another authorizing postmasters of the fourth class to administer ad-minister oaths to pension applicants < ds Speaking of the bills for Utahs benefit Mr Catchings chairman of the committee on rules officially mentions the seven from Utah as all being of national interest While not desiring to go into details as to the restoration of the S400COO of church money returned to its treasury to be used for the purpose oriEinall l intended 1 will for once set aside my modesty and quote from the record The bill was prepared by myself I took the report before the committee When the measure was introduced in the house it met with opposition from Barkins of Illinois and Eurrouijh of Michigan both republicans It passed and was sent to the eenate shortly afterward Hon Franklin D Richards Rich-ards and Judge Wilson came to Wash mgton and adyocated the measure creatly assisting me The bill passed and the president approved it The bill for the admission of Utah was drawn up by myself and refrTec to the committee on territories Congressman Con-gressman Wheeler of Alabama Iso introduced a similiar measure which was als referred In looking over his bill and mine I concluded that the former for-mer did not ccntain the favorable conditions con-ditions mine did and that had it passed only onehalf as much land would have been ceded to the state It did not i provide for the debt of S725000 now charged against us I took the bill I had prepared and making statement of our position laid it before the committee com-mittee and the conference concluded with a favorable report from the committee com-mittee The republicans signed it as a personal favor saying that they did not consider themselves bound to vote for it because of their action Mr Kil core moved my bill instead of Mr Wheelers and the measure was accordingly ac-cordingly reported I 1 came home to Utah and announced announ-ced that the people were entitled to statehood and that I would continue to fight for the measure When I returned re-turned to Washington I consulted air Kilgore and the speaker Mr Kilgore called the bill up for consideration The republciaus under the leadership ot Mr Dmgley of Maine resorted to tactics by remaining silent at roll call thus breaking a quorum So we had to wait and proposed to make another attempt to consider it on the Monday following Speaker Crisp assured me that if the republicans fought it farther a rule would be reported covering the case I reported this to Congressman Dingley who agreed that if time would be given for discussion that Monday and Tuesday December 11th and 12th would be 2ccepta leThe le-The bill was taken up Mr Kilgore spoke first and Morse laughter and cheers second In reply to Mr Morse 1 waR questioned closely by MrDmcley The next Gay many republicans congratulated con-gratulated me expressing a desire to support the position I maintained Mr Reed when tbo time for consideration cam went to Mr Wheeler and asked for t postponement I called his attention atten-tion t o the fact that we were working under an agreement which when cor robuiated by Mr Burroughs of Michigan Michi-gan caused Mr Reed to advise the republicans re-publicans to vote for the measure Senators Dubois and Shoup of Idaho and Carey of Wyoming did all they could to assist me but Heed and Dingley desisted only when confronted by a vigorous opposition The bill then went to the senate where new factors appeared and a new line of policy developed itself I am not here to question any mans motive tor they are sabred But sometimes some-times fools rush in where angels tear to treadCertain Certain republicans came to Washington Wash-ington and held a conclave They passed in secret conclave a resolution which was presented and rejected the senate resolving that it was not courtesy court-esy to that body to suggest the action In that manner Then it announced that Utah would go republican The representatives of that party from this Setion got themselves them-selves interviewed and through the newspapers announced repeatedly that when admitted Utah would reject the party which has been her friend The democratic senators grew alarmed al-armed They based some confidence in the statement Some of them were loth to vote for the admission of a republican re-publican state The tariff bill had something to do with the matter too the democrats wishing to dispose of it ere the statehood state-hood bill came up Just before the tariff measure came up it was announced in Washington that there had been a bargain made by which a certain railroad scheme was begun and would be carried to o successful suc-cessful conclusion That the sugar trust was to put up the money That Colonel ike Trumbo was to be one senator sen-ator cries of ha ha and Colonel Clark son the other That Bishop Claw son was to talk for the Mormon church Imagine the effect That Utah was to be republican and that the senators were tobe the tools of the foulest cor poation on earth They never took the trouble to deny it applause The bill came up in the senate at 5 oclock one afternoon when several senators sen-ators were absent Some of them corning corn-ing in soon after some of them remarked re-marked that had they been present when it was called up they would nave objected to it One of them noticing Plattupou his feet talking for the bill remarked that something wa wrong The bill was passed and I told them that ao power on earth could deliver the people of Utah to the sugar trust applause The record will disclose vhat was done many difficulties were encountered encount-ered in respect to some bill Much time was spent not only in introducing bills hot in defeating others which were un satisfactory One was the bill to corns Ifie corn-s Unh and Nevada and which at trio utuft was favored by the press of the country Then came the bill for tie removal ol the Colorado Utes to Utah It was urged most vigorously oy Colorados representatives I saw tat all members of tho committee were present and when it came up for consideration all thp republicans voted for it and all the democrats except one voted against it Cheers Bills have been passed relieving us from a heavy debt opening up 25000 quarter sections of rich and fertile laud The miners have been relieved from assessment work a magnificent site has been granted to the university of Utah and other meHnires which will be of vast benefit to Utah have been passed The distinguished dis-tinguished editor of the Salt Lake Tribune Tri-bune stated this morning that 1 had gone down to a democratic congress and had discovered a gold mine by which the people of Utah had become suddenly rich and that I was entitled to but very little credit Iii the matter That may be true but let us carry the parallel a little farther For thirty two years delegates had been going down to republican congresses They I prospectnd diligently worked hard but found nothing of value there They came back home without even an ounce of silver applause Mr Rawlins then proceeded to present pre-sent in detail the record of legislation with reference to Utah referring to the measures passed by republican congresses con-gresses and comparing them with democratic dem-ocratic measures It was a strong V V VV > v logical presentatiol of the case and I showed pluillly whic 1 party has in the past beeu the friend of tah and her people III concha lug this showing I from the record Mr Rawlins said hI hope I have do l e no injustice to I the republican part lhe democratic party is not perfect and my partisanship partisan-ship does not lead metoapprove all that has been done uy those elected by democrats There ia poiiiical unrest in this country but be great masses of the people are onest and true Sometimes they mke mistakes in elect ng represen mrke to office There are people down jast lho have come to believe thft the powers of legislation may be used for their own benefit and they are not all republicans republi-cans Unfortunately they control the eading newspapers of the east They have opportunities for preventing the lacts and misleading men My short experience in Washington has taught me to be distrustful of what those uien propose There is a mighty syndicate II which has been able to dictate a financial finan-cial policy to the benefit of a class and the great injury of thf masses The Wilson Bill reduced the tariff on woolen goods from 98 to 48 per cent yet the reduction saved more than enough in one year to pay S3 head for every sheep in the United StatesBring ing it right home it would save to the people of Utah about 600000 There was another issue that must he taken up and forced and that was the silver question Applause HIt is so late now that I cannot go into that questi on at this time Cries Go on go on No I have talked long enough But let me saj I believe it is the desire of the masses of the people to have silver restored and I believe it will be done I thank you for the heartiness and unanimity with which you have bon ored me by this renomination The delegate who is elected in November will scarcely have time to qualify before be-fore Utah becomes a state but if the people of Utah pay me the compliment of f a reelection I shall appreciate it It has been my endeavor to discharge my duty impartially and for the good of all Again I thank you |
