Show K HOKE SMITH'S REPORT. H The report of Hoke Smith, secretary H of the interior, treats largely on matters H of vital interest to Utah. He now H squarely sayB what iv e have been sug- B gesting was his policy which in the B main, w think, is wiee in regard to H the Uncompaghre reservation. He B does not desire that the valuable gil- H sonite landE should be entered as agri H cultural lauds at a low price and then H disposed of by the settlers to specula- H tors at a comparatively low flgure M -which would inevitably be the result B if they were thrown open to entry, but B as speculators are bound to get them B be desires that they should pay some- H where near a fair price and the gov- B ernment get some of the benefit. B We are glad of the delay, however, B i0T we arG of the Pinin tnat if tney B are not sold before the state gets set in B motion that our legislature under the B act of congress appropriating money B 'or surveyors can provide for selecting B those lands, and then the state of Utah B can dispose of them as may be pro- B yided by law, hut if they should be B sold by the United States the state of B Utah has a right to a percentage of B tQe proceeds of sale, hence in any B event delaying the sale will inure to B the benefit of the state. B ne secretary also refers to irrigation B and the construction of reservoirs, and B although his suggestions show that he B is not very wel1 D3ted on irrigation B matters, enough is saidjto Bhow his in- B terest, and to indicate the feeling on B tQa BuMect- B It is our own faufc now if WQ do not B Ket a reasonable amount of help from B tne general government in the reclama- B fcion of a"d landB and tns settling of B tne desert places in Utah. What is B needed now is for the people to be B awake and meet together, crystalize B their valuable but crude experiences B into intelligible and attractive form. B and then we may hope to get both B rom tbe stato and conBreBS BUCQ leftis- B latlon as will asaidt ns in forging to the B front more rapidly than we now anti- B cipate. B We would remark in pBBBing that B the suggestion of The Dispatch that B irrigators get together and hold nieet- B luge, seemB to meet with favor, and Hj 4 yr there ib some talk of a call beinc made H for irrigators to meet in a state conven- H tion some time early in January. |
