Show C M C M Y K Y K A12 Sanpete Messenger-Sanpete Messenger/Gunnison Valley Edition Water-flow requirements proposed By Emily Sanderson Staff writer SPRING CITY—The Division of Drinking Water (DDW) is proposing a change to the State Drinking Water Plan, as discussed at the Spring City Council meeting March 5. The new rule, called the Hydraulic Modeling Rule, would require an engineer to certify that he has conducted a hydraulic analysis that a proposed subdivision has adequate water flow and that construction of the subdivision will not detrimentally impact existing or new connections. Moreover, it ensures the water provider has enough legal and physical water rights to adequately supply the new subdivision, said Bill Burkes of the DDW. The present rule requires a minimum flow rate of 20 psi during peak periods plus fire safety, which amounts to roughly 40 psi, but the rule has been hard to enforce. “We find that some [water providers] have already committed to supplying water,” he said, but then they end up not having enough water in the end, a situation that can have costly repercussions. Municipalities and other wa- ter providers would choose how to pay for the additional engineering expense. The developer may work directly with an engineer for the analysis, or the city may seek to oversee the process and charge increased impact fees to new homeowners, Burkes said. The DDW has sent out notices to municipalities, other culinary water providers and engineering companies about an informal hearing on April 7 from 2-4 p.m. at the County Commission Chambers (upstairs), 250 N. Main St. in Richfield, to discuss the proposed rule. Representatives from Spring City plan to attend the meeting. A lot of municipalities are watching a case between the City of Roosevelt and the State Engineer where the State Engineer has challenged the City of Roosevelt on the viability of their claim to water rights on reserve. The city had banked water rights, a practice that many municipalities do, to meet the future water needs of growing communities. However, since the City of Roosevelt had not used their water rights under dispute in the last five years, the State Engineer rejected the city’s claim, saying that the city had Gunnison City PUBLIC NOTICE Gunnison City will be selling surplus items from the old city hall building.
