Connie Fails, Chris Smith, Gary Brown, and Lynn Harris. Also, present are City Manager Brent BIsckner and City Recorder Anona Yardiey. Mrs. Wollf has asked the State Legislature if this wjll be addressed in this year's session. No answer has been given. Cities and Counties have decided to move forward before the State passes a law. She asked if the communities could work together for education and awareness^ programs. The Council thanked ail for attending. They moved out of hearing at 6:00 p.m. Council Member Fails moved and Council Member Wright seconded to adopt the proposed "Spice" Ordinance. All voted by voice vote. Council Members Brown, Smith, Fails, Wright, and Harris voted in favor. Ordinance passed by unanimous vote. Fireworks - The Fireworks West contract will be the same as last year with a few changes and recommendations. Fireworks West needs the contract specifics by the end of November. Mayor Yardiey recommend Council Member Wright and Manager Blackner work out a contract for the July 4th and the July 24th fireworks shows. Christmas light contest This contest has been offered to citizens in the past. Last year the City donated $3,000 from the Electrical Department. The Council agreed to host the contest again this year. Training Manager Blackner and City Staff have attended several trainings in the l£tet month. These trainings have made us aware of some policy changes we need and the ADA requirements for City facilities. Insurance - A quote for an earfy renewal of the health insurance should be here by November 23 Health savings plans and wellness plans are becoming more prevalent with insurance companies. Council Member Brown: Water Project - Center Street from the pavement end to the end of the lane needs to be graveled. The contractor is aware of the need. Roads Would like Manager Blackner to look into placing parking lines between Main St and 100 East on Center St. on both sides of the street. Council Member Smith: Opera House - This historic building has been nominated for a make over by Carson Kressley. Council Member Fails: Signs - Councii Member Fails informed the Council of her progress on the Interstate Signs. Council Member Harris drew his suggestions for the sign. Council Member Fails will send the pictures and ideas to the companies and have them get ideas for the Council for a final decision. Christmas Decorations •-• The beautification committee would like to complete the Nativity this year and have pledged $100 each to be able to accomplish that goal. * There may be some extra money for the Nativity because the other Christmas lights weren't as expensive as originally estimated. Council Member Fails will order the other pieces of the Nativity. Veteran's Memorial Lighting and shrub removal was discussed for the memorial. Movement of the dough boy was also discussed. Council Member Wright: Public Safety The Solicitation Ordinance requires all sales people to be identified with City issued identification. If they are not so identified, they do not have permission to be selling in the City and should not be allowed to enter your premisses. The last solicitors were not following the Ordinance and had not registered many of their salesmen. ATV Club - The City &TV Ordinance is in the process of being written. , Council Member Harris: Christmas Parade EntryBeaver City is planning to partic- • ipate in the parade. Training - Council Member Harris attended the ULGT training in Bryce Canyon City. Some of the topics addressed at the training were: Love your service by Attorney, Dave Church; and Risk Management - Sewer Backup, vehicle accidents, and sidewalks. . • . Water Project - A list for the small maintenance items on the water project has been started. Citizens who have beautification problems caused by the water project, need to call the city to let them krjpw about these concerns. Mayor Yardiey: Horse Butte Project Beaver City's contract with UAMPS for the Horse Butte Project is finalized. . Scheduling - Mayor Yardiey will be attending the following: Nov.- 11 - Youth Councii Training, BHS at 1:00 p.m. Nov. 17 - Five County Meeting Nov. 18 - Planning Meeting for new Belknap School 10:00 a.m. May 22-25th - International Council of Shopping Centers.We will be seeking distribution opportunities. The Council moved into executive session at 9:25 p.m. They moved out of executive session at 9:28 p.m. Council Member Fails moved and Council Member Harris seconded to accept the resignation of Jerri Hare and thank her for the many years of service to the citizens of Beaver City at the public library. All voted in favor. None opposed. Council Member Wright moved and Council Member Harris seconded to adjourn the meeting. All voted in favor. None opposed. For more information on county committees, view the FSA website • at www.fsa.usda.gov/elections or visit a local USDA Service Center. *** Mary Bemice Mackerell, 96, died November 29, 2010, In Beaver Vaitey Hospital. She was bom December 2,1913, in Beaver to Walter and Margery Adams Mackerell, attending school id Beaver and later college in Cedar City and Logan, Utah. Bemice volunteered her service to her country during World War II, joined the U.S. Navy WAVES, and was stationed in Hawaii where she helped care for casualties from Iwo Jima. Upon returning home, she worked in the Selective Service office until she retired. She loved to learn and was an avid reader. She brought a love of exotic plants from her tour of duty in Hawaii and kept her window sills filled with beau. ty and color. This love was reflected in her painting and needlework. She always remembered birthdays of her extended family. Bemice was a faithful member of the Church of Jesus Christ of Latterday Saints and served a mission in the St. George Temple. Survivors include two sisters, Margery Twitched and Shiriey Howard, both of Salt Lake City; numerous nieces, nephews. She was preceded in death by her parents; three infant sisters, Doris, Beulah, and Laurel,; a sister, Mildred Draper; brothers-in-laws, Robert L. Draper and Bruce Howard. Funeral service will be held in Beaver at Southern Utah Mortuary, Friday, December 3, 2010, at 11 a.m. Friends may call at the mortuary an hour prior to services.
