But Nicley and others attributed the drop to U.S. agents and the increased presence of Mexican police and members of Grupo Beta, a Mexican government-sponsored organization that tries to discourage people from crossing illegally and aids those stranded in the desert. Abortion rights supporters in Senate delay plans to seek repeal of abortion-related law AP Special Correspondent WASHINGTON - Facing likely defeat, abortion rights supporters in the Senate quietly fell back Thursday rather than press for immediate repeal of legislation they vociferously attacked when it was enacted last fall. Instead, Sen. Barbara Boxer, D-Calif., said in a statement she hopes the measure can be overturned through the courts or perhaps later in the year in the Republican-controlled Congress. "I intend to continue working on this critical issue until it is resolved," she said of a law that made it easier for hospitals or insurance companies to refuse to provide or cover abortions. The provision was enacted as part of a spending bill and expires on Sept. 30, but abortion opponents are expected to seek an extension. Despite Boxers comments, abortion opponents said her decision not to insist on a vote underscored their increased strength following last fall's elections. "Clearly, Sen. Boxer recognizes that the majority of the Senate now would vote against forcing health care providers to participate in abortion," said Douglas Johnson of the National Right to life Committee. "She fears a Senate vote that would endorse the anti-discrimination law enacted last November, even though she earlier vowed to force just such a vote." Boxers decision marked the latest move in a struggle that began last fall, when majority Republicans inserted the abortion-related provision into a year-end spending bill. It blocks any of the funds in the legislation from going to federal, state or local agencies that act against health care providers and insurers because they don't provide abortions, make abortion referrals or cover them. The California Democrat criticized the provision at the time, saying it would deny millions of women "basic information about their constitutionalrights"as well as threaten their health. On Nov. 20, Senate Majority Leader Bill Frist, in remarks on the Senatefloor,said he would assure her the opportunity for a vote to repeal the provision no later than April 30. The organizers of a group of volunteers patrolling the Mexican border for illegal immigrants are declaring the Minuteman Project a success before it is even over. But others say it has done little more than make noise. "They're taking credit for securing the border, and surely no one with any credibility believes that," said Michael Nicley, chief of the U.S. Border Patrols Tucson sector, which encompasses most of the Arizona border. There have been no reports of any vigilante violence, as law enforcement authorities feared when the volunteers took up positions at the start of April. About 750 volunteers have spent at least one eight-hour shift in the field, patrolling a 23-mile stretch of desert between Naco and Douglas, to try to stem theflowacross the busiest illegal entry point on the Mexican border.
