Park City officials last week were trying to stem a tide of discontent among the ranks of its 42-member police department after the results of a questionnaire conducted by the Fraternal Order of Police were released. "This has been a tough one " police Chief Lloyd Evans said. "The FOP's intention was absolutely good. They wanted to identify problems and work to fix them." But some who filled out the survey used it as a venue to vent their frustrations. Fewer than half of the department's 27 officers and 15 civilian staffers completed the questionnaire, which did not ask respondents for their names. Of the 18 to 20 who responded to the survey, about three-fourths indicated there was little cooperation among the department's various divisions; about half said they did not trust the police administration; more than a third placed the blame at the feet of the chief. "It was very hard on the chief" said Mayor Dana Williams, who puts little credence in a poll he called unfair. Nonetheless, Williams said city leaders want to know the basis of the complaints. "Lloyd is extremely approachable. If there is any officer in his department who wants to make known problems, his door is always open," Williams said. "But I think this is a wake-up call to management that there are issues" Both Williams and City Manager Tom Bakaly said they had full confidence in Evans, a 27-year veteran of tne Park City Police Department. The city's administration moved swiftly after survey results indicated potential morale issues, Bakaly said. The chief established an advisory team made up of department employees to identify issues and recommend solutions. In addition, the department met as a whole and invited staffers to speak freely. In the end, the flap may be a good thing since the department appears to be pulling together, said officer Mike Fierro, who heads the advisory team. "We're moving forward. Out of something negative, a lot of good has come. This is a catalyst that will give us direction on where we want to go," he said. In a July 29 lawsuit, 21-year-old Brent Jeffs accuses his three uncles _ Warren, Blaine and Leslie Jeffs _ of sexually assaulting him years ago when he was a child. Brent Jeffs claims the three told him the actions were a way to make him a man. The suit also names the FLDS church as a defendant. The church's attorney, Rodney Parker, said Saturday he still has about 20 days to respond to the lawsuit on behalf of the church. However, the Salt Lake City attorney said he does not represent Jeffs in this lawsuit, and does not know if the church leader has another attorney. Jeffs is considered a prophet by his 12,000 followers. Most of the FLDS church members, most of whom practice one of the church's central tenets of polygamy, live in the twin cities of Colorado City, Ariz., and Hildale, Utah. Warren Jeffs' whereabouts are unknown to most outside his closed community, whose members are told not to speak to reporters. His compound in Hildale is surrounded by a 10-foot wall. Other FLDS communities are in Creston, British Columbia; Eldorado, Texas; and most recently in Mancos, Colo. In the notice, Henriod wrote that Jeffs' whereabouts could not be determined and that there is "good cause to believe that (Jeffs) is avoiding service of process ....'" Once the plaintiffs have supplied proof the summons has been published, Jeffs has 20 days to respond to the lawsuit, according to the order. Brent Jeffs' lawsuit claims the sexual abuse occurred in the 1980s at Alta Academy, the church's now-closed private school in Salt Lake City, when the boy was 5 and 6 years old. He is seeking unspecified damages from his uncles and thev church,.claiming its leaders knew of the "perversity and sexually predatory acts" but did nothing to stop them. Brent Jeffs also is asking for reimbursement of all money he and his parents paid into church trusts and an order stopping the church leaders from disposing of any assets. "The difficulties of life made us rise above our selfish desires," he said. Monson asked Mormons to let Christmas be a time when they stress true values of the church. "Let it be a time of prayers for peace, for the preservation of free principles, and for the protection of those who are far from us," he said. "Let it be a time of peace because we have found peace in His teachings," Monson said. The church's 5.4 million U.S. members makes it the nation's fifth largest, according to the National Council of Churches. Worldwide, members is about 12 million. Sue Ann Bilbey entered a plea in abeyance last week to nine counts of communications fraud. She had been scheduled to go on trial beginning Monday. Bilbey left her curator's job in 2003 after she was charged with conflicts between her position and her private consulting business. She faced several fraud charges related to using state facilities for her private business and failing to properly account for storage fees of specimens. Her attorney, Greg Skordas, said his client's restitution likely will be between $6,500 and $10,000. and will be paid from a trust she established.
