The penal, employment and welfare systems should function in such a way that affords the same opportunities to groups regardless of their connections or length of residency, providing them with the tools to procure jobs that grant them financial security and allow them to better their situation in life. The essence of criminal reform lies not in punishing criminals but preventing our citizens from becoming criminals, and our practices should mirror those ideals.
