That means there's little chance—at least for now—that radiation from the shattered reactors could pose a serious threat to the wider world. Experts say the amount of radioactivity emitted by the facility has been relatively minor and should dissipate quickly over the Pacific Ocean. "Every mile of ocean it crosses, the more it disperses," said Peter Caracappa, a radiation safety officer and clinical assistant professor of nuclear engineering at Rensselaer Polytechnic Institute in Troy, N.Y. The only people at immediate risk are workers inside the plant and the people living closest to it. The danger of radiation exposure elsewhere is minuscule—unless the plant sustains a complete meltdown, which would sharply escalate the dangers. Appeals court issues a stay on drilling ruling NEW ORLEANS—A federal appeals court has blocked a judge's order requiring regulators to act on several drilling permit applications. The federal government filed court documents earlier this month saying it may have to deny the applications if regulators must make a decision within 3o days as ordered. The order was issued by U.S. District Judge Martin Feldman, who overturned the Obama administration's moratorium on deepwater drilling. That moratorium followed BP PLC's oil spill last year in the Gulf of Mexico. Feldman ruled last month that the government must act on five applications within 3o days. He later said his ruling also applies to two other permits. But the 5th U.S. Circuit Court of Appeals issued a stay on Tuesday, blocking Feldman's ruling pending the outcome of the government's appeal. Palestinians rally for reconciliation Herbert signs package of 4 immigration bills SALT LAKE CITY—Gov. Gary Herbert signed bills Tuesday that will increase immigration enforcement but also implement a guest worker program in Utah, as he formally challenged the federal government to address immigration before states make their own fixes. Herbert made it clear a primary goal of the package is to force a federal solution. One of the bills the governor signed at the state Capitol requires police to check the immigration status of anyone stopped for a felony or serious misdemeanor. Another bill, however, creates a guest worker program for illegal immigrants in the state. The other bills allow businesses to recruit Mexican workers and American citizens to sponsor foreign residents who want to work or study in Utah. 26 sickened, 9 hospitalized from 2 Utah offices SALT LAKE CITY—Hazardous materials teams and doctors found no immediate reason why 26 people were sickened Tuesday at two North Salt Lake City businesses, including nine who were hospitalized, a fire official said. Firefighters, a hazmat team and eight ambulances were summoned to a law firm and a call center at about 8:17 a.m., said Deputy North Salt Lake Fire Chief Jeff Bassett. Rescue crews evaluated 26 people who reported flulike symptoms such as nausea and headaches, Bassett said. Utah city police chief facing misdemeanor charges PAROWAN A mayor in Utah says misdemeanor charges against the police chief appear to stem from a dog slaying last summer. Parowan Mayor Donald Landes told the Deseret News he believes the charges against Chief Preston Griffiths related to the shooting last July. — NASSER SHIYOUKHI Palestinians wave flags and chant slogans during a rally in Hebron calling for a reconciliation between the rival Palestinian leading factions Hamas in Gaza and Fatah in the West Bank. Thousands of Palestinians thronged major squares in the Gaza Strip and the West Bank on Tuesday to deliver an impassioned appeal to their leaders to end the long-running feud. Ritnotes: The Chronicle sports editor's blog W ith last night's matchup between the LA Galaxy and Seattle Sounders FC, the 2011 Major League Soccer regular season is officially under way. One thing we know for sure is that with the parity in the league during the past few seasons, there is little you can be sure of. There have been four different MLS Cup Champions in the past four years, three of which hoisted the cup for the first time in their club's history. With the growing talent in the league, as well as the MLS's growing size, the level of play has never been higher, or more evenly dispersed. One thing that seems to be the same each year is the lofty expectations surrounding the MLS's favorite son, the LA Galaxy. Despite the fact that Landon Donavon, David Beckham and crew continue to underachieve, year in and year out they are the favorites come this time of the year. Hype continuously surrounds the team because, without fail, the club is always near the liEht Neat lurk Zintegi ACROSS I Grant for a movie? The Galaxy haven't won a MLS Cup since 2005 and even with Beckham, last reached the cup, and lost at the hands of Real Salt Lake in 2009. According to the power rankings at mlssoccer.com , the Galaxy are again the favorite as the season gets under way. But nipping at the Galaxy's heels is RSL at No. 2. Despite the favoritism geared towards the Galaxy, it's only a matter of time before Kyle Beckerman and the boys prove again that they are the best in the MLS has to offer, and don't be shocked to see RSL hoisting the cup for the second time in three years.
