Lindsay, director, Di virion of Family Services. The attorney general's office recently appointed Deputy Atty. Fred Finlinson Jr., to work exclusively with the family services division in prosecuting fraud and delinquent support cases. Wilkinson welcomed Utah educators to the campus for the 25th meeting of the Utah Conference on Higher Education (UCHE). Not",g that the first meeting of the UCHE was held at BYU in 1944, Wilkinson said the BYU enrollment in the year before was 884. At the time, he said, there were four buildings on the BYU campus. This fall, by way of comparison, BYU expects to Wilkinson said. PROVO This husband had deserted, while in reality he continues his employment in the area and shares his income with her. Ln some cases, he even remains in the home. Such use of public assistance funds is an affront to poor and handicapped people legitimately in need of assistance, Lindsay declared. He said he hoped the stepped-uprogram would reduce these cases and allow more services for qualified recipients. The per cent of Utahns receiving public assistance increased from 3.2 per ceni in 1960 to 4.1 per cent in 1968 The increase was due largely to a gradual increase in persons reviving aid to families with dependent children. In 59 per cent of these cases, the mothers and children are dependent because of absent fathers. LEGAL DUTY c p Collectively, these lathers have a legal duty of support of approximately $7,500 COO annually in child support and alimony, Lindsay said. Currently, only a small percentage of this amount is being paid. In many instances, the legal child support obligation equals or exceeds the amount of public assistance being paid the family. If paid, many AFDC cases could be closed, Lindsay said. Heber Mehr, assistant division director, said, It needs to be understood that all fathers have a legal responsibility to support their children regardless of their marital status. It is our intention that wherever possible this obligation not be transferred to the state.
