Hellanu met Friday with BPR Director Francis Turner and bureau lawyers to study a contract drawn up by Snarr and Utah Highway Department counsel Leon Holgren. Under the Snarr proposal, he would take down his outdoor adver act bars such agreements. Turner also feels he doesn't have authority to give one company essentially all of the funds available for highway beautification. Sen. E. Moss, Frank who was represented at the meeting by a staff aide, said he will work for congressional action to clear Snarrs plan. Snarr and Sen. Moss said the BPR officials agreed that Snarr's plan is workable and that using it as a pilot program is feasible, if money can be found. Mow Life Under the proposal, all of Snarr's signs would be taken down by the company and he would be paid in a lump sum. Under present procedures, each sign is treated individually, with separate assessment and court proceedings. According to BPR figures, lemoval of signs along federal highways in Utah would cost $25 miilion. Under the Snarr plan, the state estimates, the cost would be as low as $9 million.
