satisfying experience has taken place behind the scenes during the last five years in the development and rehabilitation cf Washington Terrace proving that government and private enterprise can work together for the betterment and improvement cf living conditions of the people Following the basic concept of the National Housing Act To encourage improvement in housing standards and conditions” the Utah office of the Federal Housing Administration at the request of the citizens and Board of Directors of the Washington Terrace Corporation set to work back in 1930 to assist and motivate the rehabilitation of this area Much water has passed over the dam many conferences have been held and a lot of midnight oil has been burned to reach a solution to the many problems that developed but at last the major barriers have been removed and the new Washington Terrace is well on its way to a reality COMMENDS COOPERATION FAR-SIGHTE- Certainly the various members of the Board of Directors the management of the Washington Terrace Corporation the employes and officers of the Federal Housing Administration as well as civic leaders mortgage bankers builders architects engineers and suppliers are tolbe commended for the time effort and work that have been freely given toward the redevelopment of individuals involved who made up the original tenants of the Washington Terrace project and who entered into an agreement with the Public Housing Administration to purchase these homes in September of 1950 this project would never have been a reality Interested members banded together and formed the Washington Terrace Housing Corporation to make this purchase and entered into an agreement with the Public Housing Administration and with Weber County to project a remodeling program which would developments are: 1940 16 primary training schools for the Army Air Force 1943-4Kaiser Comany Inc and Kaiser Engineers tine hospital warehouse and office buildings and miscellaneous foundation work purchased to expand the development and to meet toning and subdivision requirements necessitated by the moving and the relocation of individual units Inasmuch as most of the original units were duplexes this problem of moving and redesigning became quite involved INDIVIDUAL RECEIVES TITLE TO PROPERTY This program of redevelopment and rehabilitation is being carried out under Section 203 of the National Housing A?t Mortgage insurance is provided through the Commercial Security Bank on individual loans for each member in amounts determined by the Federal Housing Administration valuation of the proposed finished unit for which plans and specifications have been approved This loan covers the construction of a foundation for each individual unit the moving of the house the paying off of the Public Housing Administration mortgage and the complete remodeling of the unit to meet and pass the Federal Housing Administration’s inspection The individual owner then received title to the property after all the mortgage papers are properly signed and the mortgage transaction is completed The ultimate goal of this en- deavor is to provide a fully redeveloped neighborhood as projected and approved by the Land Planning Division of the1 Federal Housing Administration and the subdivision developers and architects retained by the Washington Terrace Corporation This redevelopment will include paved streets curb and gutters play areas business districts and all those entities needed for a complete and gracious living area and wilFbe a prime example of what can be done to rehabilitate an area which easily could have become a slum into a community of which its citizens and neighbors and all those involved can point to with pride more than fulfilled their purposes in the year and a half since the club was organized It was in March 1954 that three young men of the community met to discuss organizing a Terrace" Jaycee club They were Howard Green Stanley Poulsen and Robert Vaughan Prospective members were contacted and nine responded to the first meeting At the second meeting the required number of members was present to elect officers set and constiup the club tution FIRST PROJECT The first civic project the newly organized group undertook was a "Get Out and Vote” campaign among the residents This was followed by the 1954 "Miss Washington Terraee” contest and float for the Ogden July 24th street The float won second parade division place in the It was built at a cost of $500 During 1954 the Jaycees also sponsored a dance in cooperation with the Terraee PTA to raise funds for a school playground sprinkler system A Christmas lighting display was also installed in cooperation with the Terrace ren Berrctt as first alternate The Jaycee-FirDepartment sponsored float was built this year by the members and their wives with a cash ouUay of $200 It won first place in the Ogden City Pioneer Days parade for e out-of-to- entries n PROGRESS REPORT Ralph B Parsons Terrace Corporation office manager reports that the Claremont Construction Company has announced that as of the end of the week --October 15 1955 the following progress report was made: 144 homes have been moved 87 homes have been completed and finaled 57 homes are now under construction 3 The Club has held several socials and dance parties already this year and more are planned ATTENDS The foregoing projects represent only a few of the many handled by Claremont since they began operations as Stover Brothers Inc in 1929 To list each job or development would require a large size
