Cut C:ty commissioners today agreed $2000 of a $4500 slash in the 1948 operating budget of the Carnegie library after hearing appeals from three library board members Commissioners last week decreased some appropriations by $27500 and increased others by $32300 which necessitated an additional appropriation of $4800 from a starting unclassified surplus of about $30000 The library budget was one of several items to come under the axe In asking for the library budget reduction Mayor Harman W Peery recently mentioned that the a bequest of library had received $10000 from the estate of the late Ava J Cooper widow of James Cooper former treasurer of the George A Lowe Co Cleaaiar Planned Glen W Perrins library board chairman told city commissioners today that if such donations from citizens were to be turned into the city general fund and used for operating costs civic minded citizens would not feel inclined to offer the city cash gifts "The library board has gone ahead under the assumption that our announced budget of $27500 would stand" Perrins said "We have planned to clean the building and to do other work on that basis So far as Mrs Cooper's bequest is concerned we had planned to use that money to make some kind of library improvement and I am sure Mrs Cooper had expected us to do that when she made the donation" Perrins added library board members had several improvements under consideration for use of the gift One is to build a 20 by 25 foot addition on the south side of the library building City Hall park and name it the Cooper addition Plans also are being
