Once this is done, hunters should ask permission, preferably in person, at the landowners residence. Making an early request can add to a hunters was also applauded by the group, Ashby said. Cattle producers may once again deduct production expenses the year they occur, rather than waiting to write them off against the income generated by the animals, he said. The tax correction measure adopted by Congress also expands an existing law allowing farmers to postpone for one year paying taxes on income received from the forced liquidation of livestock due to the drought and funds from federal disaster assistance programs. Farm Bureau made repeal of the diesel fuel tax on farmers and the repeal of the heifer tax a priority issue for this year, and we are pleased Congress corrected these inequities in the tax system, Ashby concluded. Passage of legislation to restore the exemption for use of diesel fuel and the write off of expenses for cattle is being hailed as a victory by the Utah Farm Bureau Federation. Ken Ashby, president of the Utah Farm Bureau, said the critically needed changes in tax law came in the waning hours of the 1988 session of Congress, which adjourned last week. A 1987 budget law change required farmers to pay a 15 cent per gallon tax on diesel, keep records and file refund papers to get the money back. A big factor in getting permission to hunt on private land is the initial impression the requestor makes. They must not demand or even expect permission to trespass. In fact what they are asking is to be the landowners guests, and frankly, uninvited ones at that. A persons character is judged to a large extent on his or her manner and appearance. In most cases the first impression good or bad, will determine whether a hunter is given permission or not to hunt on private property. These are called the bipolar affective disorders which affect approximately 1 of the population including both men and women. Other people may experience depression without a genetic predisposition, however, first degree relatives of people with depression are twice as likely to experience depression themselves. The biochemical problem is often referred to by some as a chemical imbalance which is in fact the case. Depression is associated with a deficit of chemicals in the brain, which we call biogenic amines or neurotransmitters. The Psychology. Another area which is focussed on very heavily today in the treatment of depression is how people think, which we call their cognitive style and also how they organize their thoughts and how they talk with themselves. When a person learns to apply cognitive therapy to their own lifes circumstances, they will begin to realize how they are thinking. This is often not recognized by people because their thoughts are so automatic. Most people think four to five times faster than they can talk and many of the thoughts which create despondency and negative feelings in people are a consequence of the automatic thoughts, those unnoticed until one learns the skills to recognize and tune into their own thought processes to effect change. I hope we realize that depression is not always a pull your- self up by your own bootstraps process! Depression accounts for around sixty percent of all suicides. Others are virtually immobilized by this disease while others with less severe symptoms may manage to function, dragging the milestones of heaviness with them as they ful- The thing which is encouraging to most people is that depressions are treatable with good outcome in approximately 90 percent of the cases; people dont have to continue suffering with depression in this day and age. However, even with depression being the common cold of psychiatry and so very treatable, only one in five depressed people ever seek treatment for their depression. I hope if you are experiencing some of these depression symptoms, that you seek some help so that you can live a more happy, productive life.
