Darwin Anderson called me and told me he saw a large lion just south of Aurora cross the road in front of him and leap a canal full of water in a single bound He said it sure makes the hair stand up on your neck especially when one contemplates taking an irrigation turn in the dark In spite of all the rhetoric about getting public input and listening to the new regional councils and being more responsive to their public the DWR predator experts apparently are ignoring all but that small group of preservationist animal rightists that want no management The anonymous letter I got contained an article from The Salt Lake Tribune which told of the war on predators that began shortly after the pioneers arrived Two casualties of that and subsequent campaigns against them have been the grizzly bear and the wolf In spite of overwhelming support by the regional council lo increase pressure on predators and requests from county landowner wildlife groups the Utah Wildlife Federation and other wildlife groups and the United Sportsmen who staged the third largest rally ever held at the Utah State Capitol Building it would seem that the chairman of the Wildlife board and the Division's predator "experts" were of one mind to take the old Coyotes cougars black bears and bobcats have thriving populations and some may even have higher populations than they did when the campaigns began When a bureaucracy becomes too arrogant and docs not listen to and try to follow the desires of their public — we then get management by the legislative body or the governor Biopolitics is a part of the real world of w ildlife management but it usually stays within bounds as long as the public agencies arc serving the majority of their constituents routine The vast majority of input to the board wanted to reinstate the spring bear hunt and increase the number of cougar permits Instead of doing that they threw a sop out which was well calculated not to increase the lion harvest by much 2-- 1- DWR and the lion protection league of the Wildlife Board can accept a scenario for lion and deer management in which lions can kill over Most of the informed public knows that the deer herd did not arrive at its current status because of predation alone but they arc smart enough to realize that its low numbers could stand some relief from 120000-plu- s being killed each year by lions alone 126000 deer each year while hunters arc allowed far far less than that It seems incongruous that Utah DWR wants or is managing to have a cougar population of 3 000-plu- s while Colorado which has much more habitat believes 2000 is enough for them They arc also intelligent enough lo know that the lion bear and coyote have withstood some pressures in the past and arc resistant group It is inconceivable that folks in the Reaper Realm are being labeled by their public servants as "killers" when their major concern is to improve and enhance the prcdatorprcy relationship in favor of increasing the numbers of the prey base Is it So when any managing agency or board adopts a conservative scheme and acts as if an increase in the take of lions from the last conservative stance will
