Of the $603,000 for the first year of operation, $222,400 will come from state funds allocated by the state legislature. In the future, the federal share will decrease as the state share increases. In a very short time with this financial arrangement, Utah taxpayers will be paying over $1 million for this program. At the time of application for funds there were less than 100 patients involved in the program, putting the cost at over $6,000 per person receiving mental health help. Program employees state that with professional help to be available in this area, patients will get help locally rather than travel to Provo. $6,000 will pay for a lot of trips to Provo. The application for funds for the clinic lists 28 employees for the first year of operation, with the clinical director to receive a salary of $38,184. This ratio of staff to patients would be My opposition to the program does not include politicians or personnel involved in the program, but rather whether this is a legitimate function of the federal and state governments, and how well pay for the program. The Red Bluff Area in the Northern Californian mission is a delightful place in which to work. We have been here four months now and are beginning to see some harvesting of souls from seeds that have been planted and grown. There are some 400 people in the Red Bluff Ward within a city of some 9000 people, 32 churches. It is primarily a religious community with many good people. We were sorry to hear of this (as we were previously when it happened to our old barn, and the things stored therein that we treasured). Some have told us how foolish we are to keep the old home and perhaps they are right; but we have such a strong sentimental attachment to that house and its memories and we enjoy so much coming to the old neighborhood to spend a few days when we can in the town and surroundings that are so dear to us. We have loyal relatives and friends who constantly keep watch for us, but when this happened some were away and others were too ill to observe what went on at the time.
