Control Through Revenue Sharing by John F. McManus Belmont, Massachusetts We have all heard that theres no such thing as a free lunch. Yet Americans persist in believing that a free lunch does exist as long as it comes from a federal luncheonette. Free lunch was once again dangled before us on April 25 when President Ford asked Congress to extend until 1982 the dangerous fraud known as revenue sharing. His announcement brought forth a chorus of cheers from over three hundred state legislators gathered in the East Room of the White House. John Gunther, executive director of the U.S. Conference of Mayors, then urged all present to pressure Congress into supporting the measure, which he described as vital to the nations cities. What Is Revenue Sharing? Revenue sharing is a federal program under which the federal government gives money to state and local governments. Advocated by Vice President Rockefeller over a decade ago, the program was begun in 1972 with an appropriation of $30 billion for its first five years. While some insist that it is free lunch with no strings attached, those who live in the real are known to world, where wheeler-dealer- s federal power is exist, and where an reality, know that revenue sharing is a package of obvious frauds and certain traps. g g With Revenue Sharing? When a government which already runs at a huge deficit announces that it intends to share its revenue, it can only be announcing more deficits. Neither President Ford today, nor President Nixon before him, could Bhare revenue. They could and did, however, Bhare debt. State and city governments, prohibited by law from spending beyond their incomes, have actually been made partners in deficit spending, which leads to inflation, recession, and the rest of our current economic ills. Whats Wrong Blessed vs Events Third Son Mr. and Mrs. Dale Farnsworth became the parents of a son, bom Monday May 5. He weighed 7 lbs. 9 oz. He has two brothers and two sisters. Grandparents are Mr. and Mrs. W. J. Farnsworth Senior, Santa Cruz, California and Mr. and Mrs. Ratliff, Yucaipa, California. Score Even Mr. and Mrs. Mike (Eris) Burnham announce the birth of a new daughter, Heidi, bom Sunday May 4th at the Utah Valley Hospital. Heidi has a brother, Michael Jr. and four grandparents. They are Mr. and Mrs. Willard Burnham of Los Angeles, California and Mr. and Mrs. Willis Sorensen of Manti. Mrs. Burnham is visiting for a short time with her parents in Manti before returning to her home in Los Angeles. Revenue sharing, in addition, destroys the independence of state and local governments. No matter how many times a politician, or a bureaucrat, or a newsman says no strings attached, he is wrong. In 1942, Justice Jack-soof the Supreme Court settled the matter when he stated: It is hardly lack of due process for the federal government to control that which it subsidizes ( Wickard vs. Filbum ). In other words, the price of federal free lunch is federal control. But looking deeper, we see that revenue sharing involves collecting taxes at the federal level, deducting a healthy percentage for bureaucratic costs, and then returning what is left to local governments along with controls on how it may be used. Thats like giving yourself a blood transfusion from one arm to the other through a tube that not only leaks but also robs the blood of its red corpuscles. n Why Do Politicians Support Itf Local politicians, such as those who cheered President Fords announcement, love this type of program. Through it, they get their hands on more funds without having to ask for more taxes. They tell the people that they are gaining relief for the taxpayers, but what they really are gaining is relief for themselves from the wrath of those who pay the bills and who now find it hard to locate the spendthrifts in government. Revenue sharing results in programs that would never be tolerated if the people were directly taxed to pay for them. Revenue Sharing Must Go Revenue sharing has already supplied funds and controls to all 50 states and 39,000 local governments. In total violation Of our Constitution, all power is being gathered at the federal level. If this trend is not stopped, the end result will be tyranny. To preserve freedom, revenue sharing must be stopped. Elaine, also, has been invited to become a member of Phi Upsilon Omi-crothe honorary sorority for Family Life. One other exciting bit of news arrived for Elaine while Lily Jane was visiting that weekend.
