New York Times Writer W ASHINGTON - A contro- versial proposal to limit court access to secrets of state and other official government information has been quietly dropped from the Supreme Court's new rules of evidence by the House subcommittee on criminal justice. As originally approved by the court, the rules would have permitted federal officials to refuse to produce policy memoranda and investigatory files in court on the grounds that their disclosure would be contrary to the public interest.
