was signed Bill Causes Confusion There was considerable confusion over the bill at the time and when the federal employs received no notification of tax liability most of them assumed that it would not be collected for 1940 "The delay In notifying you of your liability under the new law" the tax commLssion letter plained "has been due to the fact that the state tax commission was being reorganized and it was felt by the old commission no definit action should be taken on this matter until such time as this organization was completed "We are therefore enclosing a blank Individual Income tax return t for the year 1940 and requesting that you complete it and mail it to us on or before October 6 1941 with payment of any tax which may be shown to be due "As the delay in this return was apparently duefiling to the general lack of understanding of the re- quirements of the new statute the commission will waive penalty and interest This waiver of penalty and interest will of course be granted only if the return is re- ceived on or before October 6 194L "Please cooperate with us by seeing that this returnm' with pdu)e ment of any tax which ay be reaches us on or before the date ""r's-s““- " ' t t ' i I 1 t i ' I t t k k i -
