favorite and among the most belligerent of Roosevelt new dealers In congress He called not for a third term for Roosevelt but for a third term for Roosevelt liberal policies That could cover McNutt under his newly declared allegiance to Roosevelt liberalism And despite that declaration and his announced intention of seeking the 1940 nomination against all comers except President Roosevelt there have been recent open hints that Democratic congressional insurgents against the president would find McNutt an acceptable compromise candidate Some of the most bitter men have said so publicly and privately possible Yet the timing of the Roosevelt and McNutt enunciations of liberal precepts and the similarity between them raised new speculation as to whether the Indianan' may not be or become the Roosevelt choice for the 1940 Democratic nomination if the president does not seek a third term himseif Taken together and despite McNutt's careful avoidance of any outright references to the current discord between the president and party insurgents in congress the president’s letter and the McNutt speech constitute a double warning to party "conservatives” There is no cryptic quality about the president’s announced purpose to lend no support in that campaign to a Democratic ticket or platform not definitely aligned with his views and policies His letter to the young Democrats clears up finally that element of mystery as to his 1940 intentions Drops Hint It does not certainly indicate that Mr Roosevelt will not himself be a candidate for renomination Yet there is at least a hint that he has no such present purpose if the party turns in 1940 to a leadership that measures up to the redefined yardstick of liberalism he has fashioned The president appeared to be thinking in terms of other Peace Offer For that reason McNutt's speech at Pittsburgh was scanned closely for anything that could be construed as peace offers to party insurgents in contrast to Mr Roosevelt's own
