Show A joint resolution proposing an amendment of section 4 article 13 of the constitution of the state of utah relating to the taxation of mines be it resolved and enacted by the legislature of the state of utah two thirds of all the members elected to each of the two houses concurring therein section I 1 that it la Is proposed to amend section 4 of article 13 of the constitution of the state of utah so that the same will read as follows 4 A I 1 mines and mining claims both placer and rock in place contain ing or bearing gold silver co copper lead or other valuable pre precious clous metals after purchase thereof f from rein the united states shall be taxed at a value not greater than the price pad the united states un idas les the surface ground or some part thereof of such mime or claim Is used for other than mining purposes and has a separate and independent ind pendent value tor for such other purposes purpose 3 in which case said ground or any part there of 0 o used for other than mining pur poses hall be taxed at its value tor for such other as provided by law and all tr machinery used in min ng and all prop sty and surface improvements upon or appu u nant to minea mines and mining claims which liast u a value separate and independent of 0 such mines or mining I 1 claims and the net annual proceeds of all such precious metal mines and mining claims hall be taxed as provided by law all lands containing coal hydro hydrocarbon carbon or stone deposit 3 after purchase thereof from the united states and all I 1 property and arfice s improvements upon or appurtenant to such lands which have a value separate aud and in dependent of all such lands and the net proceeds of all such land and the by products byproducts of all valuable de contained therein not taxed in a crude or raw cond tion shall be taxed as provided by law sec see 2 the secretary of state Is hereby ordered to give this proposition to be published in at least one news paper in every county in the state where a newspaper Is printed and pub dished for two months preceding the next general election sec see 3 th 3 proposition shall be submitted to the electors of this state at the next general election for their approval or disapproval all official ballots used at such election shall have printed or written thereon the words for the amendment ol 01 aee tion 4 artice 13 of the constitution relating to the taxation of mines yes no and shall otherwise be prepared and submitted to the electors as may be otherwise provided by law and said ballot shall be received counted and canvassed and returns thereon be made in th same manner and in all respects respect 3 as is or may be provided by law in the case of elec tion of state officers sec see 4 it if adopted by the electors of the state this amendment shall take effect january 1st 1913 state of utah 1 office of the secretary es as of state I 1 charles S secretary 0 of state of the state of utah do hereby certify that the foregoing is a full true rue and correct copy of a resolution proposing iro posing an amendment to section 4 article XIII of the constitution of 0 the state of utah relating to the tax atlon of mines IN TESTIMONY WHEREOF I 1 have hereunto set my hand and affixed the great seal of the state of utah at salt lake city this day ol 01 august 1912 seal C S secretary of state |
