A joint resolution proposing an amendment to section 4 of arthell 14 of the constitution of the state of utah fixing the limit of in debt edness of counties cities towns and school districts be it resolved by the legislature of the state of utah two thirds of all the members elected to each of 0 the two houses voting in favor thereof section I 1 it Is proposed to amen I 1 section 4 of article 14 of the con ution of the state of 0 utah so that the same will read aa as follows I 1 4 when authorized to create in as provided in section 3 of 0 I 1 this article no county shall become 4 indebted to an amount including ex I 1 asting indebtedness exceeding two per no city town school district or other municipal corporation ahall hall become indebted to an amount include ing existing indebtedness exceeding four per of the value of the taxable property therein the value to be ascertained by the last assessment for state and county purposes previous to the incurring of such edness except that in incorporated cities the assessment shall be taken from the last assessment tor for city pir p ir poses provided that no part of the I 1 indebtedness allowed in this section shall be incurred for other than strict ly lacounty county city town or school district purposes provided further that any city of the first class and any city of 0 the second class having over 20 inhabitants when authorized as provided I 1 in section 3 of this article may be allowed to incur a larger indebted ness not exceeding four per additional and any city of the second plass having less than 20 inhabit tants and any city of the third class or town when authorized as afore said may be allowed to incur a larger indebtedness not exceeding eight per additional for the purpose ot of supplying such city or town with wa ter artificial lights or sewers when the works for such water lights or sewers shall be owned and i controlled by the municipality sec see 2 the Secie tary of sta e th I 1 directed to cause this proposed amend ment to be published as ailred by the constitution and to be a beittel to the electors of the state at the next general election in the manner provided by law sec see 3 it if approved by the electors of the state this poopoo ed amend ment shall take effect upon the first day of january A D 1913 state ot of utah office of the secretary es of state 1 I 1 charles S secretary of state of the state of utah do herb certify that the foregoing Is a full true rue and correct gopy of a resolution resol atlon an amendment to section 4 of article 14 of the cons aution of 01 the state of utah fixing the limit vo of F indebtedness of counties cities to and school districts dIstrICt 3 IN TESTIMONY WHEREOF I 1 abke hereunto set my hand and affixed affied the I 1 great grea t seal of the state of utah at salt lake city this day of 0 1 1 august 1912 4 seal C S I 1 secretary of state tate
