Show A A A joint I 1 resolution proposing an amendment of section 4 article 13 of the constitution of the state of utah relating to the taxation of mines be it resolved resell ed and enacted by the I 1 legislature ot of the state of utah two thirds of all the members elected to each of the two houses concurring therein section 1 that it la 13 proposed to amend section 4 of article 13 of the constitution of the state of utah so that the same will read as follows 4 all mines and mining claims both placer and rock in place contain in ing or bearing gold silver copper lead or other valuable precious metals after purchase thereof from the united states shall be taxed at a value not greater than the price paid the united states un leis the surface ground or some part thereof of such mine or claim Is for other than mining purposes and has a separate and independent value for such other purpose 3 in which case said surface ground or any part there of so aed for other than mining pur poses shall be taxed at its value for such other purposes as provided by law and all the machinery used in min ng and all property and surface improvements upon or appurtenant to mines and mining claims which have a value separate and independent of such mines or mining claims and the net annual proceeds of all such prea precious metal mines and mining claims shall be taxed as provided by law all lands containing coal hydrocarbons hydro carbons or stone deposits de after purchase thereof from the united states and all property and surface improvements o 0 or appurtenant to such lands which have a a value separate aud and in ie of all such lands and the proceeds of all such land and the byproducts products of all valuable de deposits onta ined therein not taxed taxied in a crude r raw condition shall be taxed as provided by law sec see 2 the secretary of state la 14 hereby ordered to give this proposition 0 o bs be published in at least one news paper in every county in the state where a newspaper Is printed and pub dished for two months preceding the next general election sec see 3 th 3 proposition shall be submitted to the electors of this state at the next general election for their approval or disapproval all off official detal ballots used at such election shall have printed or written thereon the words for the amendment ol 01 sec see tion 4 artice 13 of the constitution relating to the taxation of mines les leg 0 no o and shall otherwise be prepared and submitted to the electors as may be otherwise provided by law and said ballot shall be received counted and canvassed and returns thereon be made in the same manner and in all respect as is or may be provided by law in the case of dec elec tion of state officers sec see 4 it if adopted by the electors of the state this amendment shall tale take effect january 1st 1913 state of utah 1 office of the secretary es ISS of state I 1 charles S secretary ot of state of the state of utah do hereby certify that the foregoing Is a full true and correct copy of a resolution proposing an amendment to section 4 article XIII of the constitution ot of the state of utah relating to the tax atlon of mines IN TESTIMONY WHEREOF I 1 have hereunto set my hand and affixed the great seal of the state of utah at salt lake city this day ol 01 august 1912 seal C S secretary of state |
