PETER "STING" REY 388 OSS/AOPT W elcome back to another article from your 388th OSS Aerospace and Operational Physiologists. We are kicking off a 5-part series on attention management threats so that you, the reader, have a good understanding of how these issues might affect your performance and safety. These threats are taken from the DoD's Human Factors Analysis and Classification System or HFACS, and have all been cited as causal in mishaps that occur throughout the military. I want to start off with the most commonly identified causal factor in mishaps, whether they involve aviation, ground, weapons or maintenance ops. That factor is channelized attention, or essentially when you focus all your conscious attention on one thing to the exclusion of everything else that needs to be placed in your crosscheck. One of the most infamous mishaps involved this issue when two highly experienced pilots crashed Wrivere's the their plane, killing over 100 people, because they were focused on whether the landing gear had lowered, to the exclusion of altitude, attitude and sink rate. With channelized attention occupying their brain-bytes, they did not realize that the plane was descending too fast. No one was "flying the plane." By the way, each pilot had over 2,000 hours of flying experience, so don't think that "experience" necessarily protects you from mishaps. Only vigilant awareness and crosschecking can prevent this threat from turning into a disaster. To add to the above threat, is another attention management issue known as temporal distortion. This issue inevitably occurs in concert with channelized attention. Temporal distortion happens usually due to a mentally channelizing event that causes you to spend too much conscious-attention time focusing on one thing versus continuing to scan your environment. Due to the fact that the brain is not good at judging the passage of time, if you don't continually shift your focus, you will usually end up perceiving that less time has passed than what really has transpired.Again, this threat can be solidly mitigated through team vigilance, crosschecking, and communication prior to and during the mission. With the above in mind, please ask yourself and your team how these could impact you and your mission. What aspects of your operation are most likely to increase your mishap potential? Realize that we, as humans, are all prone to these threats, and do not forget that combined with fatigue, night/shift operations and high ops tempo, the propensity to experiencing channelized attention and temporal distortion exponentially increase. An annual seasonal flu vaccine is the best way to reduce the chances that you will get seasonal flu and spread it to others. Hill civilian employees receiving the vaccination will need to provide their health insurance card and pay any deductible/co-pay. Many insurers waive the deductible/ co-pay for such vaccinations. What is the difference between an administrative furlough and shutdown furlough? A. There are two types of furloughs. An administrative furlough is a planned event by an agency which is designed to absorb reductions necessitated by downsizing, reduced funding, lack of work, or any budget situation other than a lapse in appropriations. Furloughs that would potentially result from sequestration would generally be considered administrative furloughs. A shutdown furlough (also called an emergency furlough) occurs when there is a lapse in appropriations, and can occur at the beginning of a fiscal year, if no funds have been appropriated for that year, or upon expiration of a continuing resolution, if a new continuing resolution or appropriations aKlelhano PRIZES Q. Why is the Air Force recalling most of the nearly 104,000 civilian Airmen placed on emergency furlough? A. In accordance with a memo Defense Secretary Chuck Hagel released Oct. 5, the Air Force will recall most of the nearly 104,000 Air Force civilian Airmen placed on emergency furlough due to the government shutdown. However, a significant number will not yet be able to return. In his memo, Hagel stated that immediately after President Barack Obama signed the Pay Our Military Act into law, he directed DoD's Acting General Counsel to determine whether he could reduce the number of civilian personnel furloughed due to the shutdown. After consulting with attorneys from the Department of Justice and the Department of Defense, the secretary said the Pay Our Military Act does not permit a blanket recall of all civilians. However, he said, DoD and DoJ attorneys concluded that the law does allow the DoD to eliminate furloughs for employees whose responsibilities contribute to the morale, well-being, capabilities and readiness of service members. Typically, an agency will have very little to no lead time to plan and implement a shutdown furlough.
