Show Hi hop HILLTOP TIMES 3 TIMES Aug. 1, 2013 AFSC Goals Series No. 5: Creating a better organization EDITOR'S NOTE: This is the final story in a six-article series about the AFSC Strategic Plan, goals and correlating objectives. BY BRANDICE J. O'BRIEN Tinker Public Affairs T INKER AIR FORCE BASE, Okla. — In light of financial constraints, Air Force Sustainment Center senior leaders said a smarter way of doing business is the key to success. "Improving effectiveness by maximizing a continuous process improvement mindset" is just one way to do that. To ensure the workforce can achieve the fifth AFSC Strategic Plan goal, senior leaders brainstormed two correlating objectives. They are "Develop a cost-effectiveness strategy," AFIS From page 1 Robert Hyde, the Air Force Director of Inspections. "(It) enables commanders to focus on mission readiness, not inspection readiness." As the Air Force continues to be shaped leaner, the importance of eliminating waste, and increasing efficiency is at an all-time high. As the new AFIS is implemented and evolves, senior Air Force leaders are confident the program will reduce manhours significantly. "I believe the return on a manpower investment to help the wing and "Achieve Air Force mandated efficiencies: logistics and installations and weapon system support efficiencies." "This goal is all about cost — how do we manage cost effectiveness, reduction and avoidance," said United Kingdom Royal Air Rorce Wing Commander Jonathan Durke at WrightPatterson Air Force Base, Ohio. Assigned to the Logistics Directorate, he is working with the strategic planning team on the development, maturation and socialization of the AFSC Goals and Objectives. "Financial constraints are a long term reality, so we need to become a more cost-conscious organization." The goal and its objectives require the efforts of the entire sustainment center workforce, said Janet Johnson, AFSC Logistics Strategic Planning Branch chief and lead at Tinker. commander identify, report, analyze and fix problems is at least 10 to 1," said Lt. Gen. Stephen Mueller, the Secretary of the Air Force Inspector General. "I'm convinced the efforts we're making together to strengthen command, reduce and prioritize our guidance and reduce wasteful preparation for external inspections will be a catalyst for mission capability and cultural changes that will benefit every Airman, our Air Force and our nation. I don't say that lightly." Under the previous legacy system, major commands would send their inspector general along with dozens of function inspection teams to inspect how ready that "On a personal level for employees, it's about sustainment of the warfighter and sustainment of the opportunities we have as personnel, too," she said. "And, taking action to provide goods and services in the best possible way to ensure we're a viable product in the future of the Department of Defense." To do so, the AFSC must focus on changing its cost culture. Led by AFSC Logistics Directorate and Financial Management, personnel are conducting several activities within the air base wings, maintenance and supply chain management wings to define cost effectiveness. Additional cost-related initiatives will be identified across the AFSC business areas to drive activities and measure these efforts. The second objective, "Achieve Air tion) cycle, I'll have my IG verifying how your wing is doing. My IG will inspect your own inspection program, validate and verify your reports, and help you see how to become more effective. If I find your reports are not accurate I will ensure we find and fix the root cause of the inaccuracy. My staff will engage you as a result of the info you provide."' As wings begin to adapt to this new culture, senior leaders are confidenttheir main objective of strengthening the Air Force will be achieved. "Our ultimate goal is to strengthen and improve the force," Mueller said. unit is and how compliant they are. "The legacy system of 100 (plus) inspections, no matter how well organized or consolidated, still resulted in several unhealthy outcomes," Hyde said. "The worst of which is wasted effort to prepare for inspections at the expense of mission readiness." Under the new AFIS, "the MAJCOM commander says to the wing commander 'You inspect your unit and tell me how ready, compliant and sure your unit is," Hyde said. "Help me see the big problems, how you are fixing them and where you need my help. Over the two-year (Unit Effectiveness Inspec- Force mandated efficiencies: logistics and installations and weapon system support efficiencies" is overseen by AFSC Logistics and is still a work in progress. Yet, the commander did say the objective is driven around Air Force-mandated logistics and installation targets. Commander Durke said as with the other areas of the strategic plan, the fifth goal is not set in stone. It is subject to change, edits and clarification. By making these corrections, it will make for a better AFSC. "The AFSC Strategic Plan is a living document that will continue to develop as the center construct matures," the commander said. "Goals and objectives are continually evaluated for validity to ensure we have strong, defined areas of focus for the future of the AFSC." Lend a Hand, Give a Can collected 6,000 pounds of food in 2011 and 8,000 pounds in 2012. The goal this year is 10,000 pounds. The third annual event is facilitated through the placement of 125 large barrels around the base in order to collect nonperishable food items. Donations in the past have gone to Catholic Community Services, Your Community Connection (YCC), Ogden Rescue Mission, a Tremonton food bank and the Airman's Attic. In the inaugural year, more than 550 families were fed for one entire week as a result of the food drive. Some units and squadrons get pretty creative in their efforts to support this initiative. Sloppy joe lunches and donuts were given away free last year in some units for a certain amount of canned donations. Another organization, a directorate held an internal competition between branches, reported Valentine Sackmann, TF - JFC president.
