Bruce Evans, program manager in the Hill AFB Enhanced Use Lease Office, said the Air Force is aware that cities surrounding the project are working on annexation proposals. However, he said, the base has not received a petition yet. "We would like our project to proceed with full cooperation from all of the local communities," Evans said. He said the land does not need to be annexed into any city, but added it likely will be all annexed by local cities. However, he said, the Air Force policy is to be neutral on annexation proposals. Sunset mayoral candidate Dan Gotchy said that roughly 500 acres is land that should be annexed into his city because the land was originally part of Sunset, and it would give it the opportunity for development. There is nowhere for the city to develop, he said, because a canal runs the width of the city on the west and the freeway is on the east. "We are landlocked," Gotchy said. "All we are is a bedroom community. We would love to have a business district." Sunset Mayor Fred Childs said the city has been discussing the prospect of annexing the land for some time and talked about it as recently as Tuesday night. "We are just annexing what is in Sunset's boundary lines," he said. "There is the interest to get that land for Sunset. We just have to get our housework done so we can make a claim on it." *' Childs said the council and the city attorney are discussing options. From there, the planning commission would work out details of the plan. "We are pushing it more now," Childs said. "We are not sure what we can do." He said the biggest chunk of land was owned by Sunset in the 1940s. "We want it as much as they do, if not even more," he said. "I don't know why they think they have a right to it." Part of Clearfield's goal for annexing would be to gain a portion of any sales tax revenue if retail establishments are developed on the land, said Hillman. He said Clearfield has not made any formal presentations to the base yet. However, staff members are working on completing an annexation application, which will then be presented to the base and could be used as an official application. "It's the base's decision on where they want to be annexed," Hillman said. "They need to say yes." Hillman said the land is a large area that is not incorporated in any city right now. He added that Clearfield is the only city of the four that has the land already as part of its future annexation plans, which are filed at the state and county level "We will continue to move forward with the base," Hillman said. Before the land can be annexed, public hearings would be held. Clearfield officials say the total time for the process could be as much as four months.
