Bache Capital Funding Prudential - Bache was one of five companies which presented plans to the County Commission to provide funding for the Tooele County Jail and the hospital The Commissioners decided to go with their plan According to Prudential - Bache "The Special Service District approach would keep the debt off the county’s books and could provide an independent board of trustees (under control and jurisdiction of the county) to operate and maintain the facility and would provide a separate dedicated flow of tax revenue" The county will provide three public notices in newspapers during a three-wee- k period then hold a public hearing to hear pros and cons regarding the establishment of a special service district If over 50 percent of the qualified voters file written protests within 15 days of the public hearing the county would not be able to proceed to organize the district The Commissioners must then have three more weeks of public notice and then hold a tax and bond election County Commissioners are hoping they can include the hospital question on the regular municipal election ballots If the majority of voters vote "yes" minor changes will be made in the con't on pg 3 5 |
