Show THE OGDEN VALLEY NEWS Volume VI, Issue VIII Page 5 August 1, 2002 Pineview Dam Construction Update The Bureau of Reclamation and its contractor for the upgrade of Pineview Dam, CM Concrete, Inc. of Blanding, Utah, had crews working eight hour shifts between July 22, 2002 and July 28, 2002. On July 29, 2002, work crews are expected to move to 16-hour shifts, continuing through October 19, 2002. The road across the dam will be completely closed at 7:00 a.m. on July 22, and remain closed until October 19, 2002. The work will consist of strengthening the spillway by lining the gate structure with reinforced concrete and steel plating. This will necessitate an excavation of the dam embankment adjacent to the left spillway wall, and result in the temporary closing of U.S. Highway 162 that crosses the crest of the dam. Temporary and unannounced road closures and lane restrictions may be expected between October 19, 2002 and March 20, 2003 as the work is completed. Delays up to several hours are possible during this period. Work on the downstream portion of the dam’s foundation will begin in April 2003, and conclude in December 2003. That work will consist of removing liquefiable material and replacing it with engineered fill material. Although temporary lane restrictions are expected, the road across the dam is projected to remain open during the following phase of structural renovation. UDOT Region One Road Construction Report OGDEN - The Utah Department of Transportation (UDOT) advises motorists of the following roadwork: August 4 - 6: Ogden Canyon (milepost 12-14) restricted to one lane from the Alaskan Inn to Pineview Dam for paving. Restrictions will be in effect Sunday and Monday nights from 8:00 p.m. to 8:00 a.m. nightly. One-way traffic will be directed by flaggers. Motorists should expect up to ten minute delays, and are advised to use Trapper’s Loop (SR-167) as an alternate route. Residents in the canyon are advised of potential noisy work conditions. August 6 - 8: 12th Street (SR-39) median restricted between Gibson Avenue and Jefferson Avenue in Ogden for paving. Restrictions will be in effect Tuesday and Wednesday nights from 8:00 p.m. to 8:00 a.m. 12th Street should experience no delays. However, left turns will be restricted in the work zone. UDOT advises motorists to reduce speeds and use caution when driving through work zones. Earlier this year the Weber County Township Planning Commission unanimously denied the proposal to rezone Powder Mountain from a Forest F-40 zone to a Forest Residential FV-3, Commercial Resort CV-1, Forest Residential FR-3, and a commercial CV-2 zone. According to Weber County Planning staff, the Ogden Valley General Plan does not address the expansion of ski resorts, or the development of land around them. The General Plan states that these areas would be reviewed separately. Ferrin has been arguing in favor of the rezone, maintaining that the rezone would not increase the density of housing by very much. Under current zoning, 946 units could be built in Weber County if a proposed site met current zoning and safety standards, and if sufficient infrastructure were available to individual sites. With the proposed rezone, that number could increase to 1,344 units—including 160 condo hotels, eight corporate retreats, and two 18-hole golf courses. Like the Weber County Township Commission, the County Commissioners were concerned with access to the proposed high-end resort community Ferrin envisions. A July 10 article from the Standard-Examiner states that the Powder Mountain road is rated to handle 10,000 to 12,000 vehicles a day. Commissioner Glen Burton is quoted as saying that the five-mile stretch through the canyon is the most hazardous two-lane highway in the state, “It’s rated D . . . I think for dismal.” UDOT has failed to issue a written statement on the viability of the road to handle such large-scale development. Opponents of the development have asked for development of a second access route before a rezone is even considered; proof of available water, and the impact the draw, of the quantity of water needed to support the development, would have on water users below; consideration of the impact large scale development would have on native habitat and wildlife, especially since the property is adjacent to state and federal land. Approximately 27 miles of paved road would connect the proposed development; the impact of garbage and sewage on a prime pristine watershed; noise pollution from the proposed helipad; and the lack of provisions for open space. Commissioners may make a decision on the development as soon as the first part of August.
