Some in Washington are making a big deal over economic downturns, saying we need to take back the tax cuts to prevent borrowing from the Social Security surplus. candidate Senator Joseph Lieber-ma-n now says the Bush tax cut "will be seen from the hindsight of history as the most serious mistake the federal government ever made." U.S.- - Senator Bob Bennett says the detractors are off base. He said the tax cut was the right thing to do, even though Congress is likely to open the lock box which will give the opposition a field day. He said the success of the budget plan, and of protecting Social Security, depends on an expanding economy, a robust workforce and consumer confidence that stimulates spending. Taking back the tax cut could hurt all of these factors. Columnist Bruce Bartlett says we need to put the lower surplus estimates into historical perspec- tive: "Instead of writing about the 44 decline in the surplus since I February. . .the press could just as easily say that there has been a ' increase in the surplus 360 over the past year. This would ' .put a very different face on the " issue of what has caused the decline in the surplus, since lpt estimate in-h; f years eluded no tax cut." First, that those who now want to go back on the tax cut are motivated only by a desire to increase spending on their pet programs. Second, the best response to detractors of the tax cuts is to make them permanent and even speed up their implementation timetable.
